Police report There had been criminal damage to a stables, filed as undetected unless further information became available. Vans from a local hire companywere parking on the bridge that crosses the M2 on the Lidsing Road. The company had been warned of potential action and there had been no further sightings. Abstention The planning commiee had discussed a proposal to demolish a stable in Blind Lane and replace it with a three- bedroom house. Councillorswere reminded that when objecting to a planning application, where possible, they must aend the commiee meeting to justify their decision. Itwas requested that the leer of objection sent to Maidstone Council be amended to reflect that therewas one abstention to the vote. Playground repairs The clerk had contacted three firms to request a quote but had received no response. Further enquiries would be made to get two quotes. Allotments Therewas one applicant for the vacant allotment. The clerk would contact the applicant and arrange for a tenancy agreement to be signed. Itwas reported that therewas damage to the top of the allotment gate. Cllr Bowring would look into this. Planning Cllr Jones had aended the appeal hearing regarding the proposed occupational manager’s dwelling at The Nursery, Dunn Street, Bredhurst. CaravansAn objection had been sent to Medway Council regarding an application for one mobile and one touring caravan, a single-storey detached building for use as a dayroom, and hardstanding on land adjacent to Gramerci, Mas Hill Road. The Bell It had been brought to the aention of the parish council that the new owner of The Bell public housewas Greene King. Councillorswere awaiting further details.
Broomfield and Kingswood
Neighbourhood planAsmall petitionwas submied to the parish council regarding the proposed building of houses as part of the neighbourhood plan. Itwas submied well outside the public consultation period, which finished on July 8. Itwas apparent that some signatorieswere not valid because theywere from people not on the electoral roll of the village and some residents had questioned whether the heading of the petition had been changed. Further clarification had been sought from the initiator. However, despite these considerations, the parish council pointed out that since the proposal related to the preparation of a neighbourhood plan, there would eventually be a properly-constituted public referendum at which all residents on the electoral roll would have the opportunity to vote on the proposal. It should also be noted that, having listened to representations from residents during the consultation period, the neighbourhood plan had already reduced the number of houses. Designscape had submied the amended plan to Maidstone Council andwas awaiting a response with a date for the next meeting. The landowners had been contacted with the amended proposal including an illustration. Nigel Edmed spoke to councillors with ideas of revisions for the neighbourhood plan. Itwas agreed that these would need to be discussed further with the consultant.

Sports field The clerk had contacted Derek Morgan of Morgan Timber with a request to consider supporting the parish council with an application for a designated footpath to the sports field from the bridleway in CharlesfordAvenue. He agreed to meet with councillors. Ma Hendy confirmed there were no plans for the sports field in the foreseeable future. Emergency planning Cllr Clarke suggested that the parish council should create a list of vulnerable people in the village, should an emergency arise. While thiswas generally considered to be a good idea, the practicalities needed investigating. He would report to the next meeting. The clerk would also investigate any procedures that neighbouring parishes may have in place that may assist. Peter Pease Close Despite a meeting at Maidstone Council and assurances from Andrew Connor of the council and Suzanne Prothero of Orbit, further information that was required had not been forthcoming. The clerk had been notified that the purchaser of number 7 had now withdrawn due to difficulties and delays created by Orbit, and also that a local residentwas interested in purchasing the property. Orbit would be notified that the parish council could agree with the local connection, which should hopefully see the flat purchased with no problems aftertwo and a half years of wrangling. Itwas agreed with Maidstone Council and Orbit to expand the area of the section 106 agreement to include Suon Valence and Chart Suon. Memorial garden The memorial garden at Peter Pease Close had been given a makeover, with a fence enclosing the area and a plaque on the fencing. It had also been replanted and would look beer once the plants had become more established. Gravelly Boom RoadWater running down the side of Saddlers had been reported to the KCC drainage team. The boom section of the road would be closed to clear vegetation, mud and debris so that the gullies and drain covers could be checked.
Detling
Crossing The handrails had now been erected on Jade’s Crossing. Planting Cllr Janice Kennard had completed the planting at Church Lane as agreed at the previous meeting. Police report PCSO Tim Gurr aended the meeting and introduced himself to
members.Aresident spoke regarding problems with cars parking at the access to Jade’s Crossing. Cllr Mark Housden said therewas also a problem with continual parking outside the village hall, apparently by the same drivers each day, possibly car sharing. Although thiswas not illegal, parking close to the junction of the A249was causing a problem for vehicles accessing the parish. PCSO Timon Gurr would look at these problem areas. Chairman’s report The chairman reported on a meeting he had aended with representatives from Stockbury and Thurnham parish councils to improve communication between all parties. Itwas agreed to hold two meetings a year. DogsAresident raised concerns about the number of dogwalkers whowere leing their animals off their leads on his field. This was causing a problem and theywere not cleaning up after
them.An item would be
placed in the Detling News to remind residents to keep heir dogs under control when using footpaths that crossed private agricultural land. Hockers Lane Concernswere raised about the amount of traffic parking at the junction of Hockers Lane andWare Street. Sight lines were also a problem when pulling out of this
junction.The clerk would raise this with Thurnham Parish Council. ShotgunsAresident said he had told the police about people using shotguns on Lynch Bank and asked if the parish council knew who the ownerwas. The chairman said thiswas a maer for the police and the parish council had no further information on the land ownership. Horish WoodAfter a positive meeting at Horish Wood with South EastWater and the contractor, an agreement had been reached to reinstate the woodland as requested by the parish council. White Horse Woods Cllr Housden reported on a meeting with Stockbury and Thurnham parish councils regarding White Horse Woods.Aproposal had been put forward by Thurnham to take on the future management of the site. He raised concerns regarding the financial viability of this and Stockbury also had the same concerns. It had been agreed that Medway Valley Partnership be approached to confirm whether it had an interest in the future management of the site and thiswas an option that could be put forward to KCC. Detlingwas awaiting the different options before making its final view.
Downswood
New PCSO PCSO Timon Gurrwas welcomed to the meeting. He would be covering Downswood, Otham, Bearsted, Detling and Thurnham. He requested and was given details of the few areas known to be crime hot spots in the community. Bin Maidstone Council had agreed to supply an outer casing for the bin at the Spires Shops. Donations Itwas unanimously agreed to donate £150 after a request from the parochial church council. The clerk would request an update on what the fundingwas spent on in the
churchyard.Arequest from Downswood Community Associationwas rescinded, due to a dropped kerb no longer being needed. Defibrillator KCC Cllr Gary Cooke said he would be happy to support the project. Mallards Itwas agreed to postpone further picnic tables for the foreseeable future. Fencing Maidstone Councilwas prioritising replacement fencing for the area next to Mallards play area. This would need to be completed before other fencing in the area could be considered for repair. Planning Itwas agreed that Downswood would support Otham’s neighbourhood plan rather than have one of its own.
Hollingbourne
Chairman’s report The Joint Parish Group meetingwas very useful. Local parish councilswere concerned about the planning application forWaterside Park and the possibility of other development at junction 8 of the M20. Itwas noted that borough Cllr Daphne Parvin had been approached regarding her views on this maer. Itwas
