The clerkwas to arrange a meeting with Cllr Street.A camerawas to be installed at the Jubilee Hall to focus on the tennis court area of the car park.A faulty camerawas to be fixed after sufferingwater damage in heavy rain.A protective shield would be fied. Anti-social behaviour The clerk had organised the locking of the toilets overnight by Mr New from the village shop.


AllotmentsA planning application had been submied for a container. The renewal of the allotment tenancieswas being finalised.A second-hand mower had been bought for £65. Approval had been given for the purchase of a second-hand rotovator for £60.


Hadlow


Parking on verges Kent Highway Services confirmed that they believed that the piece of land in question did not belong to KCC. Williams Field Football teams had been notified about the lier problem and asked

to ensure that lier and football tape was disposed of correctly. Advertising Signs positioned at the junction of Carpenters Lane and the A26 were reported as impairing visibility. Tonbridge and Malling Cllr Janet Sergison had reported the maer. Pre school agreement This had now been signed by both Hadlow College and the parish council. Flood area Cllr David Carey said a response had been sent to Mrs Pope and he had nowwalked the areas of concern by the river and taken photos of the trees that might need removal. The information would be sent to the Environment Agency. KCC budget Cllr Mahew Balfour encouraged everyone to complete the consultation on the KCC draft budget plan. Leigh barrier Cllr Balfour said KCC had commied funds towards this. However, hewas not aware of a leer sent to Sir John Stanley by KCC leader Paul Carter, in which it was suggested that parish councils would have to contribute towards capital costs. He would monitor the maer closely. Trees Itwas noted that if KCC chose to keep the tree at the junction of Carpenters Lane and the A26, and perhaps alter the splay it could mean the loss of the four parking bays opposite so that the A26 could be restructured and remain the correct width to meet road legislation. It was resolved that the parish council wished to keep the tree and the wording of the leer to KCC needed to say that clearly. Copper beechWith regard to the replacement of the copper beech whichwas removed in 2009 by KCC, the full council had seen the email from Mr Furner discussing replacement tree options and location. Itwas resolved to accept location C – the Carpenters Lane end of the shrub bed – and to plant an upright purple beech. Grounds maintenance The parish office had completed a review of costs. Three companies had expressed an initial interest but only one had submied a full quotation with one other being able to facilitate only part of the contract. Itwas concluded that the parish council currently received value for money. Sunken kerb The clerk had met with the highways steward and the road engineer to look at the kerb by the greengrocers. This was considered a secondary repair maer and would be passed to the relevant water company who had been working in the area.


Blocked gullies Thesewere assessed and Kent Highway Services would arrange for cleaning. Waterslippe border Thiswas now aended to by KCC grounds maintenance once a year. Any concerns over low-hanging branches should be addressed to KCC and not dealt with independently by residents or they could be held accountable. Wheelie bin stickers The clerk had sourced these but the cheapest company required a cheque ahead of time and this would be made out to an individual. This was not normal procedure and it was agreed to continue to look for alternatives. Primary school The reception areawas currently being adapted and the council had been asked to contribute to the project. Members agreed a donation of £100 in principle and the clerk would request invoices ahead of any payment. Village hall In his capacity as village hall


chairman, Cllr Freddie Shaw said members had agreed in principle to the signing of a new lease which incorporated both the hall and the Hy-Arts building, on condition that previously discussed amendmentswere incorporated in to the final version. The clerk assured members that the parish solicitorwas now aware of changes. Patio area The clerk confirmed that under the current lease between the village hall and the council, the patio areawas the responsibility of the village hall. However, under the new suggested lease the parish council would undertake ownership of the patio area in front of the hall. Medical centre Itwas agreed that the parish council had a responsibility to ensure its assetswere correctly safeguarded and, therefore, either a three- month rental deposit or a guarantor would be required if the current lease arrangementwas altered. Cemetery extension The clerk had sent information about costs and specifications related to the topographical survey and other operations required to enable the council to engage contractors and assist in the finalising of layout for the extension. It was agreed to obtain digital data covering the area for referencing any utility information, apply for a utility search and add the information on to a survey for a net cost of £1,504.


Kings Hill


New councillor The interviewswere held, votes taken and Aaron Cockellwas appointed as the new councillor. Christmas craft fair Volunteerswere sought to help on the day.A rotawas to be drawn up and circulated. Crime report The reportwas circulated. It was agreed that FortuneWay parking would be added to the next planning and transportation agenda and that using notices on car windscreens would be added to the next police quarterly agenda.


Leybourne


Police reportA reportwas read out in the absence of PCSO Harrison.A burglary had been reported in Barleycorn and an aempted burglary in Baywell. Cllr Martin Abbotson raised concerns about the bike lane and pathway in CastleWay, which was regularly blocked by cars, especially during the evening. Hewas advised this was a borough council issue, unless the carswere causing an obstruction, in which case he should call 101. CastleWay Borough councillor Sophie Shrubsole read a report on the proposed resurfacing of the traffic light junction at CastleWay. The lollipop sign at the Castle Way restaurant had been erected without planning permission and had now gone to appeal. An inspector from the Secretary of State would have the final say. Cricket club Councillors considered a request from the club for £295 to sponsor one of their members to take a Kent Cricket Board coaching course. Therewas only £100 left in the pot so itwas agreed to donate that. Travellers Itwas agreed that in the event of another encampment, the parish council would be a central point for gathering information and distributing it to the public.
