Police report PCSO Laura Bullenwas unable to aend the meeting but sent in a report. There had been no crimes in Addington or Troiscliffe during September although there had been three in Wrotham– a theft of fuel from the Shell garage, a van and toolswere stolen inWest Street and sheepwere harmed in Borough Green Road. PCSO Bullen had held a surgery to coincide with the freighter service at Ad-Pine, which had created some interest. The dates and times of future surgeries had been put on thewebsite. Cllr Patricia Garre said there had been a burglary in Dion. Defibrillators An electrician had installed both defibrillators. The defibrillator in Troiscliffe Roadwas fully operational and had been registered with the ambulance service. BTwas investigating the loss of power to the BT box at the Jet garage and were hoping to restore the power soon so that the defibrillator could be registered. The electrician would be carrying out monthly inspections. County Cllr Sarah Hohler had approved an application to contribute £1,000 of her member grant to the purchase of the second defibrillator. Trackway The Residents of Green Association (RGA) had approved the revised wording to the maintenance.A draft risk and method statement, prepared by the RGA,was also approved. Seven Mile Lane KCC had responded to the council’s leer expressing concern about the length of time itwas taking to reinstate the lighting. The issueswere as a result of an electrical cable fault whichwas damaged during the works. KCC reassured members that thiswas a priority. Website KCC had still not set a date for training. Members thanked the clerk for her work on creating the newwebsite. Several items had now been added. The clerk asked members to think about what other material could be added and reminded them to forward a small article on themselves, their hobbies etc. SpeedWatchA new volunteerwas to be trained. Unfortunately, the number of volunteers had been reduced to just two. Troiscliffe Road The signwas in need of repair and had slipped into the vegetation. The clerkwas asked to report it again. Overgrown verge Cllr Peter Robinson agreed to askWest Malling Golf Club to cut the area at the junction of the A20 and St Vincent’s Lane. Itwas also noted that vegetation was growing around signs in the parish. The clerkwas to find out if KCC would deal with this. County Cllr Hohler had arranged for all the signs on the A20 between Leybourne and Wrotham to be cleaned. Tree workA tree whichwas partially blocking the path fromWestfield Farm through the woods to the motorway bridge had been removed. Village hall The Caravan Club had recently used the facilities. Unfortunately new regulations about the spacing between caravans might mean that future events at the hallwere not viable. Recreation ground Cllr Robinson said the play equipment needed to be looked at. Some of it might need refurbishing but some might need to be replaced. The meeting heard that someone had fallen off the raised edge of the patio and broken their arm. The door to the rear of the

pavilionwas moved to allow wheelchair access so the patio areawas regularly used. A risk assessment would be carried out. Noticeboard Members noted that the board on Addington Green had been repaired and put back. The clerk had cleaned up the map, which had fortunately not been damaged, and would put it back in the noticeboard. Grass cuing The contractor had carried out all the budgeted cuts for Addington Green for the year, but had advised the clerk that a further two cuts might be required. Itwas agreed that the clerk could instruct the contractor to carry out the cuts at a cost of £84 per time.
Aylesford
LightingA resident ofWalsham Road told members of his continuing communications with Kent Highway Services in an effort to get all night street lighting reinstated. He acknowledged the efforts of KCC Cllr Peter Homewood and Tonbridge and Malling Cllr Allan Sullivan, but KCCwas still refusing to look at individual areas that were causing concern to residents. Hewas hoping to get KCC to reverse its decision on lighting andwas looking for parish council support. Cllr Denis Elvy pointed out that the lights recently installed on the path at Tunbury Primary Schoolwere still switched on at 9.30am. Cllr Roger Gledhill asked the clerk to write to KCC expressing concern that KCCwas not willing to look at individual sites where the policywas causing concern to residents. KCC community awards Cllr Homewood told the meeting that the awards recognised people who had made a significant contribution to community life. Itwas decided to nominate Bluebell School of Dance and Aylesford Youth Club organisers. Drainage work Cllr John Balcombe said works on paving and drainage in the village had been completed. The surface had been improved on footpaths in Rochester and Forstal Roads. Cllr Andrew Rillie said the paths looked beer but questioned whether the right material had been used for laying at this time of year. The clerkwas to raise this with Kent Highways Services. Rochester Road Cllr Michael Base said in addition to the reprofiling of the speed humps, workwas needed to reduce the speed of traffic approaching the village and to prevent HGVs coming through the village. Cllr Rillie said he would like to see pinch points at the entrances to the village giving priority to vehicles leaving Aylesford. Upper Bell Cllr Balcombe said the Upper Bell appeal against Tonbridge and Malling Council enforcement orders had been rejected. Memberswelcomed this information.
Birling
KCC budget plan Cllr Mahew Balfour said KCC had launched an online consultation on its draft budget plan and parishes and individualswere urged to respond. Outline planning consent had been given for about 600 more homes at Kings Hill. Crime report PCSO Laura Bullen said
about 75 live partridges had been stolen from Birling Farms. Residents should let police know if they see lights or activity in rural areas. PCSO Bullen asked people to be on the lookout for anyone abandoning dogs, as a large emaciated dog had been found in Snodland Road. Footpath opposite church The handrail and stairs had been completed and the invoice received. Village hall tables The clerk said several of the tables used for the September parish council meeting had been unacceptably dirty and she had been assured this would not happen again. Parking Cars continued to obstruct the pavement. PCSO Bullen had sent a template note to the clerk, and she had left it on four cars, but would report them if the same cars parked there in future. The village hall commieewas doubtful that visitors wouldwant to use the village hall car park as itwas some distance from where the parking offenceswere taking place. Wreath Itwas agreed to buy a £17 wreath and donate £50 to the Royal British Legion. Donations Itwas agreed that donations be made to the same charities as in 2013/14 plus a one-off donation to the Heart of Kent Hospice’s project to provide a minibus service for patients.
Dion
New councillor Shinina Fernandezwas co- opted on to the parish council. Highways Itwas noted that both East Malling and Larkfield and Aylesford parish councils would support a move to have BellinghamWay opened for public use. Gate The Pear TreeAvenue top gate had been kept locked following a spate of vandalism to cars in the summer. However, users of the recreation groundwere asking for it to be open again. The gate would be opened in the morning and locked at dusk, as previously, and a sign placed there to advise the public. Warning Canisters of nitrous oxide had been found in the car park of Cobdown Sports and Social Club and this had been reported to the communitywarden and police. Councillorswere asked to be alert and vigilant and if further canisterswere found, they should be reported to the police. Damage The safety glasswas smashed on a council noticeboard at the junction with Bell Lane and the A20, London Road.
East Peckham
Lighting Four residents had contacted the parish council regarding faulty streetlights at various locations. The faults had been referred to the contractor who had carried out repairs. Culvert workA resident of Hale Street expressed concern at incomplete work Kent Highway Services had carried out on culverts next to his property. The parish councilwas going to investigate. DrainsA resident pointed out that the village drains required cleaning, particularly those in Addlestead Road. Kent Highway Services had been asked to do this work.
