SCR LAWSUITS DROPPED Navistar agreed to drop three law-


suits that claimed the U.S. EPA failed to take into account that operators could potentially drive their 2010 model-year buses and trucks without the urea, or diesel exhaust fluid (DEF), that makes SCR-equipped vehicles compliant with federal clean air rules on reduced NOx. Earlier


this summer, a study commis-


sioned by Navistar found that operators could run their vehicles on empty DEF tanks or by filling them with water in- stead for up to 13,000 miles. A California Air Resources Board rep-


resentative said in July following a joint workshop with EPA that the current federal rules account for this possibil- ity because SCR has reserve DEF that kicks in if a bus or truck runs low or completely out of the additive. Still, Navistar asserted that it was possible for SCR operators to skirt the rules. At least they were able to do so. With the law- suits behind them, EPA and CARB said they expected to move forward with re-examining how buses and trucks are certified, as was decided during the July emissions workshop.

U.S. Education Secretary Arne Duncan joined a “walking school bus” in Washington, D.C., for the start of school. The Aug. 24 event at Maury Elementary, a recipient of federal Safe Routes to School program funds also highlighted the AAA School Safety Patrol program that has helped students get safely to and from school for the past 90 years. Also in attendance (not pictured) at the event were D.C. Mayor Adrian Fenty, Chancellor of Schools Michelle Rhee and U.S. Federal Highway Administrator Victor Mendez.
