Before the National Association of Pupil Transportation was
able to hold its first conference, it needed to be created. Tis came about when Dr. Robert Isenberg joined the American As- sociation of School Administrators (AASA) around 1970 and brought a group he had formed along with him — the Rural Pupil Transportation Association. After his unexpected death in 1972, the AASA, no longer able to sponsor the group, organized a group that ultimately created the NAPT and its constitution dur- ing the National Pupil Transportation Conference in Cincinnati, Ohio, Dec. 2-5, 1974. Robert Larsen from Minneapolis, Minn., was elected as the first president of NAPT and the bylaws were penned, defining the association’s objectives: “To promote and to provide leadership for the improvement
and advancement of pupil transportation; to work particu- larly for the improvement of the economy, officing and safety of pupil transportation; to serve as the spokesman for all who are engaged in pupil transportation; to serve as an agency for the collection and dissemination of information and to provide publications, conferences, research and other services which may promote our objectives.” One year later, NAPT introduced its members to its very first national conference.
