PCSO report Itwas noted that the crime statistics forAugustwere slightly higher than those for July. Lier There had been several complaints about lier and dog fouling in the Jubilee Hall car park. The problems had been worse when the caretakerwas on holiday. Fingerposts The only site requiring involvement from Kent Highway Services was the one at Tonbridge Road. Heritage Signposts would deal with this issue. It would liaisewith Mark Edwards regarding the installation of the posts inHale Street and the village centre where they would be going into solid ground. The companywas on target to complete the project in line with the council’s requirements. War memorial Itwas unlikely that the funding application to Southeastern would be successful as preferencewas being given to memorials nearer railway stations. Welcome pack The documentwas being finalised and would include a front cover consisting of a montage of village scenes, maps, photographs and a reference to the parish emergency plan. school.Anew programme of activitieswas available. Street snooker The event had been aended by about 15 children who had all enjoyed the session. up at least one bag of lier. Playing field The work to the trees had been carried out. Anti-social behaviour The PCSOs had asked if the car park barriers could be locked each evening. The clerk said thiswas not straightforward as one or possibly both of the barriers had been bent out of shape. Tonbridge and Malling Council would advise on a solution together with costs. Hall maintenanceAwater leak had been fixed in one of the changing rooms and a transformer and light bulb had been replaced in the men’s toilets.Weekly inspections of outdoor equipmentwere being carried out. The Rospa inspection had been carried out and the inspector concluded that all areaswere in good condition. Thewet pour in the toddler area was starting to lift at the edges and should be monitored for trip hazards. Parish council surgery There had been no visits from residents. Floodwarnings The Environment Agency was making changes to the floodwarning service, in particular to the boundaries of areas at risk of flooding from the rivers Medway, Beult and Teise. The improvements would make floodwarnings more specific to local communities. Remembrance Parade The council had been asked to assist in marshalling the 2014 parade. The clerk advisedmembers that she had reminded the Hop Farm of its commitment to provide marshals for the parade but had not had a response. Itwas noted that if the Hop Farmwas unable to provide marshals, the village would need to do so in order for the parade to take place. CCTV Cllr Lorraine Basedenwas to receive training on how to operate the system.A camerawas to be installed at the Jubilee Hall to focus on the tennis court area of the car park. Viewing the imageswas time- consuming and at present only Cllr Peter Street did this. The KCCwardenwas willing to view images but needed to access them using the library computers and the library did notwant to download the software. Sgt Mark Ginsbergwas to speak to the KCC warden supervisor to see if this could be resolved. Vacancy Following the resignation ofMrs Carey therewas a vacancy for a councillor. Tonbridge and Malling Council would advise on whether the council could co-opt or if there would have to be an election. TwinningAsmall group from Cherengwas due to visit and meet with the twinning association to discuss events for the following
year.Asmall group would also aend the Remembrance service. East Peckham residentswere invited to visit Chereng on November 11 for a remembrance
event.Awalking group from Chereng would visit the village in spring 2015.
Allotments The 2014/15 budget included a provision of £2,500 for site improvements. The allotment holderswanted a secure container. Itwas agreed that this should be done, subject to planning issues. The allotment holders would be responsible for keeping it locked at all times. The council would insure the container but not the
contents.Aleer had been sent to one allotment holder who had allowed his teenage son to gain unauthorised access to the site. Some allotment holders had recently had crops stolen. Approvalwas given for a second mower to be bought, up
to a cost of £100. Land at the Pound This looked beer now that the shrubs had been cut back. Work to level the paved areas would be completed shortly. TheMethodist Church had confirmed its interest in buying the land. It was resolved to obtain a valuation once the church had permission to proceed.
Leybourne
Twier account The fraudulent Twier account had been reported to the police as it had brought the parish council into disrepute and the individual responsible was responding to tweets purporting to be from the parish
council.An individualwas to be questioned by the police and names of others thought to be involved had been passed to them. New PCSO PCSO Phillip Harrison introduced himself and said he knew the areawell. He said he would serve the community, aending meetings and providing crime reports where possible. TheftsAnumber of items had been taken from Leybourne Park Farm, including horse head collars and leads. There had also been a theft from a vehicle parked in the layby near the RSPCA centre.Avehicle had been scratched while parked at Harvest Ridge, and eight tins of used cooking oil had been taken from Castle Lake Travel Inn. Foot patrols These had been carried out by police in all park areas, including Castle Way play area and the Bomb Hole on Oxley Shaw Lane, to eradicate drug taking, dog fouling and anti-social behaviour. Crime report There had been 16 crimes reported in July – 16 cases of anti-social behaviour, and two incidents of violence or sexual offences. Therewas a discussion about the high level of anti-social behaviour while travellerswere camped in CastleWay. Itwas also confirmed that a vulnerable person reported missing in the area had still not been found. MUGAItwas noted that the net had been erected at the multi-use games area. Defibrillator Therewas a discussion about a defibrillator at the village hall. Itwas agreed that there might be problems regarding incorrect use and lack of training. Itwas pointed out that St John’s Ambulance and the Red Cross offer training. Open spaces The clerk suggested submiing an application for funding towards securing some of the vulnerable open spaces to prevent vehicles and caravans parking there, possibly using granite boulders or bunds. Itwas agreed that the clerk should complete the online application. Vegetation Overgrownweedswere reported at the traffic lights on the A20. It was noted that thesewere sprayed annually. Dog messAt the bag and flag day 62 bags were flagged and collected the next day. It had been a worthwhile exercise to highlight the problem to dog
owners.Another bag and flag daywas to be arranged. Community land Regarding the purchase of land next to Birling Road, therewere two potential buyers and the landwas to go to auction. If itwas not sold at auction it would be offered to the parish council. WWIcentenary Themeeting heard £5,300 had been received from the Heritage Loery fund, the stonemason had been commissioned and the deposit sent. There was another name to be added – that of
