agreed that the memorial did indeed look splendid. Citizenship award The 2014 recipient of the East Peckham Primary School citizenship awardwas Lucy Penfold, whowas presented with it at the annual leavers’ assembly. Parish plan Only 28 questionnaires had been returned from a distribution to 1,350 households, whichwas a very low figure of 2%.With the exception of one volunteer, there had been no other interest. Itwas decided that in view of the apathy from the village towards having a parish plan, the councilwould not spend any more time or resources on the project. Two projectswould be chosen to benefit from the parish plan grant of £2,131 held in the council’s earmarked reserves.


Kings Hill


Allotments Funding had not been granted fromAwards for All for the allotment fencing, so the amenities commiee had recommended the use of an alternative earmarked reserve allocated for the youth pod. Itwas resolved that the CEO send out details of the exact funding required and that up to £5,000 be allocated to the allotment fencing to meet the shortfall. Community centre The manager’s resignationwas noted. Shewas thanked for her hardwork and the contribution she had made to the current success of the community centre and other parish council services. Planning Concern had been raised by residents that the Tonbridge and Malling planning meeting to consider the phase three applicationwas during the day, whichwould be difficult forworking people to aend. Details of the agenda and likely timing of the meetingwould be sent to residents when available. Itwas resolved that points to flag during the meeting would be residential parking, intensification of the commercial areas and subsequent impact on transportation, and community facilities. The CEOwould represent the parish council at the meeting. Fete Itwas resolved that the 2015 summer fete be postponed due to staff shortages. Considerationwould then be given to re- launching it in the following year. Christmas cra fair Concern over staffing for the day of the eventwas reported. Two residents had offered to help and a rota would be set up for councillors to volunteer for short shis during the day.


Oam


Traffic The problem of traffic though the villagewas discussed. There had been a positive meeting with Steve Humphrey from Tonbridge and Malling Council, and KCC. The consensus among residentswas that something must be done. Any scheme should make cars slow down and make Teston Road less aractive to drive through than using the dual carriageway. Cllr Frankling had put together a proposal of what the villagewould like to achieve. The borough would then have to be asked to fund a consultant to prepare a plan. Police report There had been no reported crimes in the village, although therewas an accident at the new roundabout in Seven Mile Lane which had damaged one of the lampposts. PCSO Laura Bullenwas asked


to observe the traffic and parked cars at the junction of Church Road and Teston Road and see if any action needed to be taken. An articulated lorry had to reverse at the junction as it could not take the route it had intended. This problemwas occurring throughout the day and not just at school times. Gas FCC Environment had investigated a gas leak from the landfill site, but the landowners whose crops had been ruined had not yet seen a copy of the report. It would appear the gaswas found in the landowner’s field. The clerkwas asked to write to FCC and ask for results and a copy of the report, and to ask FCC and the Environment Agency if they had any plans to put in additional test boreholes. Farm traffic Teston Road residents had raised concerns about farm traffic, particularly the size of lorries which find it difficult to manoeuvre on small village roads. Thiswould be discussed with the farm. Itwas possible the farm could negotiate with its customers to ask them to send smaller lorries. Bins The clerk wrote leers to two properties on the village green asking them not to keep their bins at the front in sight of the green. One owner had replied that they were unable to take their bins behind their house and asking for suggestions. The clerkwas asked to respond, suggesting the bins could be stored in the garage or kept in a bin shed or enclosure, in keeping with the rural environment. Trees CllrWilliams had cut back a number of trees on Church Road and cleared the signs that were covered. Quiz The parish councilwas hoping to organise another quiz night in aid of the pond restoration project. The clerkwas asked to find suitable dates in February 2015.


Ryarsh


County briefing KCC Cllr Sarah Hohler was trying to get funding forwork between Leybourne and Nepicar Farm on the London Road to clean signs and cut branches back. She said that the parish council could make an application to her for play equipment funding for up to £1,000. Roller Pla Cricket Club had made an offer of £800 for the roller. Although it was hoped that more could be achieved, the parish council agreed to the sale. The Gallagher Group donated the roller initially and so must also give permission for the sale. Itwas hoped to put the money towards a defibrillator for the village. Bus shelter The shelter is owned by the village, and although tired, a new onewas not needed. Fete The fete had been a great success and raised about £2,000. The chairman and his wifewere thanked for their hardwork in arranging and running the fete. Public question time The garage at The Nuery on Chapel Street had been rented out and appeared to be used as an events storage facility. Concernswere raised about inconsiderate parking and noise. The clerk was asked to establish if there was permission to run a business from the property and to ask for drivers to park in the proper places and not in the road. Light The light on The Street was still not working. The clerkwas asked to report this


again as itwas the only light in The Street and very important to the village. Workhouse Road flooding AngelaWas of KCCwould take up the parish council’s concerns with Gallagher. Kent Highway Services reported that the outgoing pipleline had been found since thewater went away and itwas the landowner’s responsibility to keep this clear. Gallagher would be notified about this. Woodgate Road flooding Kent Highway Services had suggested that the parish appointed a floodwarden. Cllr Emsonwas appointed as he already carried out monitoring of the stream and grille and some clearing. The clerk had wrien to the landowner about regular checks and clearing of the stream. School traffic PCSO Laura Bullen had received complaints regarding parents’ behaviour/parking during school times which she had discussed with the head teacher.Asuggestion that the zigzags could be re-marked and the possibility of a pelican crossingwere being followed up. Build-out Problems of traffic and parking along Birling Roadwere discussed.A particular problemwas parking near the build-out by Godfreys. The clerkwas asked to contact Kent Highway Services to see if this could be removed. Play area Councillors had agreed to make a donation for the last financial year towards play equipment of £2,000 but there was very lile that could be done with that sum. Itwas agreed that the moneywould be beer used towards the patio outside the back doors from the village hall commiee room on to the recreation ground. The patio stones could be re-used when the surface had been prepared and the area made tidy. Quoteswould be obtained for thework.


Troiscliffe


Gi The clerk had purchased a gi for the internal auditor as he did not charge for the work. Post The clerkwould put the times of the collections from the post box in Taylors Lane on the notice board. The possibility of the times being displayed on the post box itselfwould be investigated. Village hall The soffits and fascia board were to be painted. Highways The clerk and Cllr Trevor Ledamun had met with Martyn Colley of Kent Highway Services. Issues included a second bollard by the gulley and vegetation clearance in Church Lane, and repairs to this pavement when clearingwas completed. The subsidence in Taylors Lane/Green Lane and the sunken fire hydrant at the top of Vigo Hill, both involving utilities,were also discussed. Parking PCSO Laura Bullen had spoken to staff at The George regarding the problem of customers parking on the pavement, particularly on Sundays, and she asked that a telephone call be made to 101 when the problem occurred whichwould enable an officer to aend. The Some vegetables had been stolen from the allotments. Accident Some turf and topsoilwould be placed under the parallel bars at the recreation ground to make it level and soer. There had been a minor accident when a child had fallen from them and hurt her back.
