PCSO Laura Bullen suggested that parishioners be extra vigilant as there had been an increase in garage break-ins in the surrounding villages. Members expressed disappointment that Kent Police had decided not to continue with the fortnightly mobile police station visits to Addington. PCSO Bullen offered to hold some surgeries, possibly at the same time and venue as the Saturday freighter service, whichwould hopefully improve footfall. Defibrillator BT had finally removed its equipment from each box. Two quotes had been obtained to install the defibrillator. The quote from Brindle Installationswas accepted to install both defibrillators in separate telephone boxes. The quote of £620 plus VAT included cleaning the boxes inside and out.Amonthly maintenance contract was also agreed for £180 per year. The clerk would now submit a member grant application for purchase of the second defibrillator. Seven Mile Lane KCC had responded to the parish council’s leer about concern that vehicles coming out of Seven Mile Lane and joining the roundabout could struggle to see vehicles coming along on the inside lane on their right. KCC had advised that onceUK Power Network had connected the streetlights, the schemewould be subject to a safety audit and at that time any recommendationswould be considered by the audit team. The councilwould write again to KCC to find out when the lighting would be installed as the current situation with limited lighting provided by a generatorwas unacceptable. Citizens’ AdviceAdonation of £100was agreed. Big MotoringWorld The clerk reported on planning enforcement measures regarding lighting and landscaping. Highways Regarding overgrown vegetation at the junction of the A20 and St Vincent’s Lane,West Malling Golf Clubwould be asked to cut this area. Flytipping at Plowenders lay-bywould be reported.A sign on the A20 near Hernewell Farm needed aention.Atreewas partially blocking the footpath fromWestfield Farm through thewoods to the motorway bridge and thiswould be reported to the public rights ofway officer. Verges and village sign KCC had had the cost of repairing the verges that had been driven over outside Stubblesdown recharged to the owner of the vehicle’s insurance company. Thiswas the onlyway KCC could get members of the public to stop doing this sort of activity. KCCwould be raising another order to get the sign and posts replaced. Itwas not known who had removed them. Blackmans Cllr Peter Robinson expressed concern that the planning pemission for Blackmans and the density of the housing had set a precedent. Boot fairs Memberswere pleased to note that the number of permied boot fairs at each of the sites had not been exceeded this year.

Tonbridge and Malling Council sent to Kent Public Rights ofWay regarding the proposal to reinstate bridleways inAylesford and Eccles, as they had previously supported the Valley of Vision project which included keeping these areas available to horse riders. She realised the objectionswere based on concerns that removal of the motorcycle inhibitorswould lead to a return of anti- social behaviour, but the areas had been free of this for many years and those who had originally caused the problemswould have grown up and moved away. Also a police presence when these troubleswere experiencedwas successful in catching the culprits and the seizure of one of the motorbikeswas an effective deterrent. The resident said she believed the horse stiles proposed to replace the motorbike inhibitors would be effective in preventing motorbike access as they did not have a wide enough gap between the sleepers to allow a bike to be lied over. The chairman stated that the parish council supported horse riding but not to the detriment of misuse by anti-social behaviour.Aresponse had been received from KCC asking the parish to reconsider its objections. Itwas agreed to discuss the maer at the environmental services commiee meeting. Milestone Kent Highway Services had agreed to do some restingwork on the Blue Bell Hill milestone. The clerkwas seeking quotes to enhance the stone. The next environmental services commieewould consider whether the parish council should fund this. Yoakley land Cllr Peter Homewood queried why the lifebuoy had not been reinstated. The problem regarding the most appropriate site in view of widely varyingwater levels in summer and winterwould be considered by the clerk and reported back. CCTV Two cameras had been purchased. The first had been installed opposite Premier Parade shops in TheAvenue,Aylesford, and the second had been collected from the office by the police for installation in Fostington Way, overlooking Tunbury recreation ground. Both cameras are mobile and can be moved to other sites at the request and with the agreement of the police and parish council. New Eccles car park Transfer of the small piece of land from Lafarge to Trenport had now been completed. The lease between Trenport and the councilwas being progressed. The clerk had startedwork on the relaxation of the covenant on the small strip of St Mark’s Square needed to widen the access to the new car park. Signage Progress on the signage for all parish-owned open spaceswas reported. The final proofwas awaited from Royal British Legion Industries for the first sign for The Hollow. Damage The gate and post at Eccles recreation ground entrancewere damaged by the funfair leaving, which it had admied.Aquote of £250 had been agreed to get the urgent repairs undertaken for security of the site. The funfair’s deposit of £150would be retained and a formal request made for the balance.

HGVsign The sign had been up for some weeks and hopefullywould have the desired effect, although one vehicle had travelled through the previousweek.


Crime report PCSO Laura Bullen emailed that a window in the church had been broken and fireworks had been set off without the landlord’s knowledge at a party at The Nevill Bull, reported by a neighbour. FootpathWork to provide the handrail extension and new steps on the footpath opposite the church should have been carried out in August, but the contractor had not turned up and the clerk had been unable to contact him.Areply had been received that day to explain the delay.Work had been now due to start in the autumn. Parking Following a complaint by a resident, the clerk had asked PCSO Bullen’s advice about what could be done about parked vehicles obstructing pavements, making it necessary for pedestrians towalk round them in the road. In response, PCSO Bullen had distributed a leer to all homes in the village advising that itwas dangerous to block the pavements and that residents could call 101 to report offending vehicle registration numbers. The possibility of residents’ visitors using the village hall car parkwould be looked into. J5 slips Kent Association of Local Councils was looking for finance towards an economic benefits study on east-facing slips near J5 of the M25 costing £30,000 to £50,000. Borough Green had set aside £500. Itwas decided not to make a contribution as Birlingwas such a small village.


East Peckham


Finger post The new finger post for Church Lane/Hale Streetwould show Maidstone, Beltring and PaddockWood, and East Peckham village centre. As Hale Streetwas a hamlet, itwould have the name marked down the central post. Police briefing There had been eight incidents in the past month, including damage to a fence in Old Road and a bogus caller where a resident had been scammed. Dog bins The borough council had denied the parish council’s request to reinstate the dog bin at the playing fields as it had been damaged at least five times in recent years and it could not afford to keep replacing it. If the parishwanted the bin reinstated, it would need to be within 10 metres of the car park or carriageway. Cllr Lorraine Baseden advised that the borough councilwas considering the installation of a dog/lier bin outside 23 Snoll Hatch Road. Playing field trees In response to residents’ concerns, the tree safety auditor had been asked to assess the trees bordering the rear garden of 116 Pound Road. The parish council had been advised to undertakework costing £1,620 excluding VAT and thiswas authorised. Anti-social behaviour Equipment had been taken from the allotment site and strewn over the playing fields. Tools had also been used to dig large holes. The allotment holders had been reminded not to leave equipment on site or to leave the gates open. The tools had been found hidden in the “mound” which the groundsman had since strimmed. Most days the groundsmanwas still picking up half to a full rubbish bag of lier from the car park. RedecorationAquote of £2,970 for repainting the sports hall ceilingwas approved.
