Relations between France and Rwanda hit a low point in 2006 when a French anti-terrorism judge accused Kagame of orchestrating the assassina- tion of the Rwandan president in 1994, the event that functioned as the trigger for the genocide. This accusation caused Rwanda to break diplo- matic ties with France, which were not restored until 2009.


In 2010, French president Nicolas Sarkozy admit- ted that France had made an error in Rwanda by failing to intervene to stop the genocide.


In 2011, Kagame made his first state visit to France, expressing a desire to move forward with the two countries’ friendship.

France views Rwanda and other east African countries as an opportunity for investment at a time when its economy is struggling. France also views Rwanda as a key stabilizing force in the Great Lakes region which is comprised of Ugan- da, Burundi, Tanzania, and the Democratic Repub- lic of the Congo.


Rwanda’s ambassador to France calls the trial, “very significant because the genocide suspects will no longer find the safe haven in France that they have today.” The trial is set to last for several weeks, with as many as fifty witnesses testifying for the prosecution. In a rare move that defense counsel opposes, the trial will be video recorded for viewing after the end of proceedings.
