Downeast Lobstermen’s Association Director’s Meeting


Jasper’s Restaurant, Ellsworth September 12, 2013


Attendance: President; Hilton Turner,


Vice President; Nick Lemieux, Secretary/ Treasurer; Mike Dassatt, Executive Director; Sheila Dassatt, Jay Subert, John Chipman, Sr., Gerry Chipman, John Chipman, Jr., Theresa Chipman, Zachary Chipman, Glenn Beal, Rock Alley, Richard Alley, Clive Farrin, Norbert Lemieux, Allen Hamblen, Marty Hamblen, Robert Fortin, Clay Savage, Terry Savage, Sr., Terry Savage, Jr., Deputy Commissioner; Meredith Mendelson, DMR Advisor; Sarah Cotnoir The meeting opened at 6:15 with introductions by President Hilton Turner presiding. He introduced Deputy Commissioner Meredith Mendelson and DMR Advisor Sarah Cotnoir. The fi rst action of business was the


election of offi cers. Norbert Lemieux made the motion to re-elect the current offi cers. This motion was seconded by Richard Alley with the motion carrying. The Annual Report and the Treasury Report were both reviewed with Mike Dassatt reviewing the reports and answering questions. The motion to accept the reports was made by Robert Fortin and seconded by Norbert Lemieux. Motion carried. The minutes were read and reviewed with no corrections. The motion was made to accept by Richard Alley and seconded by Robert Fortin. Motion carried. Sheila Dassatt presented the Director’s


report. She gave an update of the activity that DELA participated in over the summer. The full report is in the Director’s report in the Maine Coastal News.


Meredith and Sarah gave their update of the activities and meetings that took place over the summer season. The new marketing council was discussed and further explained. Meredith asked that we please be thinking of who to nominate from your zone council. With the new marketing council, the zones will have the opportunity to choose a representative that is either a harvester or a person that is marine related.


The


Commissioner will have the fi nal choice upon our recommendations.


The question of how often the update for the new council will be reviewed was asked. The report will be given annually at the Maine Fishermen’s Forum. Clive stated that it needs to be reviewed each year in case it is not working.


The limited entry discussion will continue with the Commissioner having area meetings. Each zone can change from tags out to licenses out. He will have discussions with the industry to try to work out a fair decision for all involved. Richard said to let the zones decide whether to let newcomers in or not. We should also start with the latent licenses. Terry Savage, Sr. said “Let people fi sh.” The average age is getting up there all of the time. One thing that has changed is an apprentice can fi sh a Class I fi sherman’s boat for one year if it is due to a medical waiver. This is only for one year though…at this present time. Sarah gave an update on the Swans Island bill that passed. The fi shermen also reached out to Rep. Walter Kumeiga for help. They won to increase to 550, now they want 600 traps in the water.


Sarah told us that Monday is the deadline for the whale rule letters if we want to send one in. She explained the


Commissioner’s letter representing the Maine lobster industry.


Under old business, we discussed raising our DELA membership fees by $20.00 by November 15, 2013 due to rising expenses.


Terry Savage, Sr. made the motion to accept the amendments to raise our fees by the suggested date. The motion was seconded by Robert Fortin. Motion carries.


Each director gave a price report from


their area. Each was fairly comparable. The meeting adjourned at 7:45 with the Annual Hat Drawing following.


Mike Dassatt passed out the hat with all of our names in it. We also had a new design for our DELA T-shirts that were a big hit. The new design is made possible by Melissa at Maine Camp Outfi tters.


Everyone that


attended had a little something to take home with many thanks to our Directors and Associate members for helping to make it all possible.

NANCY M. loaded on a hydraulic trailer on the eastside of Boothbay Harbor. It is


known that she is from Beals Island/Jonesport, but who was the builder. Loren Faulkingham of Jonesport thinks she might have been built by Jr. Backman. If anyone knows who the build- er was and.or any of the boats history please email: igmatats@aol.com.
