Where I live... East Malling Parish Council
THE last few months have again been taken up with planning matters and the following are still pending: Kent Messenger site, New Hythe Lane
The plan is for a new KM headquarters block plus 55 homes on the rest of the site. The offices would have a new separate access off Sheldon Way and the homes a new access off New Hythe Lane, opposite the entrance to the leisure centre, with a mini roundabout plus new crossing. Details of what type of crossing have been sought by the parish council.
The planning principle will be if employment land should be given over to new homes and the effect of houses close to the existing businesses in Sheldon Way. The KM planning consultants point to the precedent of the Leybourne Park development allowed by the last government on appeal. They also point out a change will reduce the number of potential lorries in New Hythe Lane.
Step Stile Estate Here Russett Homes has submited four lots of planning applications for the redevelopment of what it say are three underused garage block sites for houses. The plans show dwellings designed to fit in with their surroundings. More controversially the big planning application shows the redevelopment of Bondfield Road car park for houses and the demolition of the flats in Carnation Crescent being replaced with flats of contemporary design. A link road between Temple Way and Carnation Cresecnt is also shown with some new houses in Temple Way.
This fourth application has attracted objections to the design, the
new road, and raised parking concerns which the parish council has reflected in its comments to the borough council. A meeting at which Russett sent two representatives has also been held.
Kings Hill
A major application outside the parish is the expected proposal to build more houses at Kings Hill, again on land previously shown for business use. The parish council’s prime concern here is to resist any new expansion of Kings Hill into the surrounding countryside. We will also fight any proposal to reopen to traffic Teston Road out to the North Pole public house as a new access. We are assured this is not planned but we will remain vigilant. We have asked that the study into this plan, which is so far not a planning application, to consider the traffic implications, effect on school provision, and if it would lead to greenfield sites being sought for replacement employment land.
New Hythe sites
Most of the land at New Hythe has now been cleared for industrial development and the latest application is for business use of part of the old East Mill site by the river. These are all "existing use" sites and in planning law there is no objection to their redevelopment so the parish council seeks to get the best possible details in terms of appearance, landscaping, signing, lighting and so on.
All these application and proposals can be inspected at the parish offices in Church Farm, New Hythe Lane, during office hours or at the borough planning department where comments should be sent, quoting the relevant planning numbers.
