Waste plan raises a stink
A PLAN to extend a waste treatment site has raised a stink at Offham where villagers have complained about the “truly awful” smells al- ready caused at the plant. The proposal is for an anaerobic digestion processor at Blaise FarmQuarry off theA228 near Kings Hill. The process involves breaking down food waste from across Kent into renewable en- ergy, thus reducing the amount of rubbish going to landfill sites. Applicant New Earth Solutions (NES) already
treats 50,000 tonnes of compostable mixed green, card and food waste at the plant each year. The site, which opened in 2008, has planning per- mission to treat another 50,000 tonnes, but NES says the new equipment is required to deal with the increased proportion of food waste being col- lected. The company currently has recycling contracts
with several councils in Kent, including Ton- bridge andMalling and Maidstone. Following a public meeting, Offham Parish Council has objected to the proposed develop- ment, saying the key issue is “odour, which at times, has been truly awful for our village”.

For the first 18 months, there were virtually no problems, but complaints grew as the plantmixed food and green waste. The parish council insisted that the new application should not be considered until “it is proven that NES could run the existing plant for a sustained period without causing a nuisance; otherwise how can there be confi- dence in the future operational integrity of the site?”
Councillors said NES could reduce smells by including fan and filter resilience, back-up power and a lock-system at all entrances to prevent odours escaping. Residents in Kings Hill andWest Malling have
also objected to the development because of po- tential increases in malodour. NES planning manager Brett Spiller said
the plant had passed a recent air quality assess- ment. Tonbridge and Malling councillors, who were
to consider the issue on October 31, were recom- mended by officers to make no objection, subject to conditions including environmental controls. KCC will have the final decision.
