Public-private partnerships are no stranger to the college campus. From bookstores to food services, contracted service providers aid in an efficiently run campus. Longer-term partnerships, however, as with concessioning, partnerships.

They cannot be easily renegotiated or the agreement broken, and the details of the agreement are fixed up-front,” says Barbara Chance, President and CEO of CHANCE Management Advisors, Inc. (CMA) a transportation, parking and access management firm. Founded in 1984, CMA has gone on to work with institutions such as Arizona State University, Princeton University, Cornell University, Duke University and the University of Delaware, among others, in order to consult and improve campus transportation issues. Most recently (and perhaps also most notably), CMA partnered with Ohio State University to perform a parking and transportation analysis.


Later, OSU accepted a bid from a private Concessionaire to address their parking needs – to the tune of $483 million.
