Health Partners


The public sector reform agenda has produced significant change in the health system; the Government published two white papers on health reform. The first, Equity and excellence: Liberating the NHS outlines the long-term vision for the future of the NHS. The second, Healthy Lives, Healthy People: Our strategy for public health in England focuses, in more detail, on the Government’s vision for public health over the next five years and sets the scene for transfer of responsibility to local authorities.


Our work with health partners has focussed on supporting a smooth transition in the North West, and supporting local authorities and their partners to work and learn together. North West Employers take an active role as a member of the North West Transition Oversight Group and the Workforce Group.


We have undertaken a number of joint initiatives with NW Employers and have found the partnership to be one that is based on collaboration and mutual benefit producing very productive, proactive, value for money interventions...

Partnerships and Places


We have developed strong relationships with a range of partners to support local authorities work with partners locally. North West Employers members include an increasing number of housing and leisure providers which provides a rich mix of experience and we are ideally placed to make connections and provide networking opportunities.


Key partners this year have been Homes and Community Agency, Equality and Human Rights Commission, Neighbourhoods Commission, NWIEP Partnership Commission.


What we’ve done:


• working with Homes and Community Agency delivered three projects with authorities to deliver sustainable communities. Salford City Council, St Helens MBC and Cheshire East Council “road tested” the Place Spotlight tool


• contributed to the development of the Place Spotlight on-line support document which is available for use by authorities both regionally and nationally


• continued our joint work with Neighbourhoods North West and offered subsidised places on Working in Neighbourhoods Level 2 for Councillors - 26 Councillors attended in total


• established a group of Housing organisations to provide wider networking and sharing opportunities


St. Helens is delighted to have been involved in the development of Place Spotlight. Our neighbourhood initiatives team, equalities officer and senior policy officer focused on the equity element of the tool to successfully assess performance against a 'neighbourhood' perspective. This helped us demonstrate the council’s commitment to improving its approach to equality, diversity and community cohesion.

• working with NWIEP Partnership signpost and showcase the new “Partnership and Places “on line tool.”


• develop new programmes for members in place base work • support the development of effective scrutiny of partnerships


What we’ve done:


• major conference for elected members on “Local Government’s role in Health”


• regular updates and “quick guides” for elected members on policy developments


• developed and led the “Workforce and Leadership” workstream on the North West Transition Alliance One plan


• developed a range of qualifications for members including a new “health champions” programme


• set up a group for Heads of HR to share thinking and practice on the transfer of public health staff


• established a senior coaching programme for Public Sector Chief Executives


What next:


• continue to support the transition plan and deliver the workforce and leadership activity


• establish a North West Commission on Collaborative Leadership


• road test the new qualifications for members and undertake a region wide skills assessment to shape future support
