Working with Partners Highlights of our Achievements


We work with a range of partners with the explicit intention of making connections to benefit our member organisations. We have capitalised on our unique position to connect with partners that have complementary roles.


North West Improvement and Efficiency Partnership - NWIEP


Over the 3-year life of its programme, the Enablers Commission has built a highly successful partnership between all local authorities, joint boards and other public sector agencies in the region.


Its purpose has been to create a sustainable sector led improvement and support system through the development and use of peer networks, sharing resources and developing talent pools for specific skills, supporting improvement and productivity through capacity building and the provision of targeted development opportunities for elected members and officers.


This has been achieved through collaborative approaches to enabling activities and skills sharing, and as a result the programme has delivered significant non-cashable efficiencies throughout the public sector.


What we’ve done: • developed a pool of 12 Coach Supervisors


• Chief Executives have been developed as coaches and made available to the region through the development of a coach matching service delivering significant efficiencies


• Provided leadership support through collaborative leadership programmes and development of the Leadership Marketplace.


• Developed of a regional talent / jobs portal


• Procured a leading edge regional virtual communications platform (NWConnex)


• Supported the region’s elected members through the development of networks, policy briefings, the Working in Neighbourhoods Programme and NW Charter for Elected Member Development.


• Facilitated Action Learning – supporting managers and members to resolve problems and challenges


• Provided opportunities for learning and sharing on key public services reform e.g. Big Society, Public Health


• Set up a network for Service Improvement and LEAN Practitioners


• Trained a group of facilitators in the Large Scale Change technique


What next:


• development of already embedded existing tools and networks through the use of the skills pools, networks and the regional virtual communications infrastructure


• support to the sector to build capacity for the future


• development and maintaining of networks for officers and elected members


• sharing practice and other support such as coaching, peer mentoring and action learning across a range of disciplines


• work on a range of issues including partnerships, public sector reform, new commissioning models, leadership and change, using NWConnex wherever possible
