With Frisco’s pullout, vital municipal funding for the project stalled. In late June 2011, the city of Allen joined Frisco and Plano in refusing to cover operating costs in fiscal 2012, which begins October 1, 2011. To cover 2012 operations, Simpson announced that he will use some of the 2.8 million given by private donors.
Private donations must be identified soon or the project is likely to lose the arts hall’s donated building site.
Since 2004, the arts hall has received a total of $10.9 million in dona- tions and pledges. The Arts of Collin County reports that the following participating cities have given a total of $11.69 million to the Arts Center of North Texas since 2004: Plano: $4.7 million; Frisco: $3.5 mil- lion; Allen: $3.4 million; Fairview: $57,164; and Melissa: $22,731. Records show that to date about $8 million has been spent on design and $3.6 million has been spent on administration of the project.
