3. Public interest objectives: This section of the consultation focuses on three objectives which to various degrees may be valid for Member States in terms of their national online gambling policies:

consumer protection, including addiction and the measures pursued to protect players and prevent or limit such problems, the protection of minors and other vulnerable groups;

public order: the Green Paper is consulting on best practices to detect and prevent fraud, money laundering and other crimes; financing of benevolent and public interest activities and events.

4. Enforcement: There is a considerable illegal market for online gambling services in the EU. It is estimated that for each licensed online gambling website worldwide, there are more than five web sites offering online poker or sports betting without having a licence.

An illegal cross-border market is currently accessible to consumers, due either to de facto tolerance or because of a lack of effective enforcement.

he Red de Bingos Canarios (Canary Islands Bingo-hall Network), which includes 23 bingo halls, deploys Unidesa Gaming & Systems networking

platform in order to interconnect the halls. On 22 March, the Red de Bingos Canarios (REDBINCA), representing 82% of bingo halls in the Canary Islands, began to operate Unidesa Gaming & Systems innovative solution Networked Jackpot Bingo (NJB) game system in its 23 bingo halls.

REDBINCA has chosen Unidesa Gaming and Systems because of its proven experience and reliability of its Forward Bingo products designed to maximize the benefits of bingo halls. Unidesa’s platform for

Networked Jackpot Bingo allows for connecting computer systems in different bingo halls to a central system that controls the game, feeding real-time information to halls during games.

Without a doubt, the introduction of the NJB game system in REDBINCA halls is a great incentive for players, offering them the chance to win various jackpots, including NJB, SUPER NJB and MINI NJB, with amounts ranging between € 30,000 and € 150,000. REDBINCA is an association of 23 bingo halls established for the purpose of launching the Networked Jackpot Bingo. REDBINCA’s general conditions of operation are regulated by the Order of 10 December, 2010 for the Canary Islands Autonomous Community. REDBINCA’s agreement with Unidesa to implement its networking solution for bingo halls consolidates Unidesa’s leadership for this type of advanced level bingo products, which have already

been deployed in other gaming networks such as Red Madrid, Red de Bingos Andaluces and Supertoc in Catalonia.
