conduct a special conference-wide financial appeal, whether by special collections, campaigns, or otherwise, in the local churches of the conference. (Discipline, ¶613.2.)


However, the resident bishop is authorized to make an emergency appeal


throughout the Missouri Conference churches immediately following a major disaster in Missouri.


Moving Expense Fund


2009 Report Te Conference Council on Finance and Administration provides the following data on requests from the Conference Moving Fund in 2009.


Te Conference has information on 48 moves that requested reimbursement aſter June 2009. Of those moves, 7 were grants made to retirees and 2 moves were paid from other conference funds (new church starts and conference director changes).


Of the 39 requests for reimbursement by local churches, 18 received the maximum $1,500 allowance, 15 churches received full reimbursement for the move as it was under $1,500, and 6 churches had not paid 100% of their apportionments and so were ineligible to receive the full $1,500 reimbursement.


Of the churches receiving $1,500 reimbursements, the church paid an average difference of $1,446.81 for their new pastoral leader. Te differences paid by churches ranged from $133.05 to $3,180.38; the conference paid between 91.85% and 32.05% of the move. 11 churches paid less than $1,500, while 7 churches paid more than $1,500 for their new pastoral leader.


In 2009, the conference budget for moves was $100,000. $47,454.09 (or 47%) was used. In 2010 the conference budget for moves will be 75,000, and that is the recommended budget for 2011.


Te total cost for the 39 reported local church moves was $81,820.11. Te average cost of a move, paid by a local church, was $2,097.95, and on the average the Conference reimbursed 57%. In 30 cases, the Conference paid more than 50% of the move.


Always there are options which could be legislated to keep the costs of moves down for a local church, including paying up to a certain weight, excluding the cost for moving bulky/heavier items, excluding the cost of packing, etc. At this time, CFA does not want to suggest regulating specifics on moves, and suggests continuing the following policy.


2011 Moving Policy Effective June 7, 2010


Te Missouri Annual Conference shall be responsible to reimburse local churches a reasonable amount for the moving expenses of full-time pastors under appointment
