Public debate on CAP launched
At the European Parliament’s Agriculture and Rural Development Committee on 12 April, EU Farm Commissioner Dacian Ciolos outlined his views that the CAP can make a significant contribution to the Europe 2020 goals of “smart, sustainable and inclusive growth” if the potential of rural areas is exploited, research is channelled more effectively and natural resources are
managed more efficiently. Ciolos stated that: “Only a Community policy can allow us to preserve the diversity of our agriculture” and that “we can no longer speak of a single European model in agriculture”, and outlined the four “strategic questions” which should steer the CAP debate: 1. Why do we need a European Common Agricultural Policy? 2. What are society’s objectives for
agriculture in all its diversity? 3. Why should we reform the current CAP & how can we make it meet society’s expectations? 4. What tools do we need for tomorrow’s CAP?
This public debate was open for contributions until 3 June. An independent body will then produce a summary of these contributions. In July 2010, the European Commission will organise a conclusive conference on the public debate. It hopes to draw strong ideas from this to develop its Communication on the CAP after 2013, which should be presented at the end of 2010.
CAP ELO position The European Landowners’ Organisation (ELO) is in the process of completing a policy paper which fleshes out how the CAP should evolve to achieve the twin objectives of Food and Environmental Security (FES). This paper will be presented to the European Commission for consideration as they prepare their Communication to the European Council and Parliament expected by the end of 2010.
The paper was discussed in considerable detail at the ELO Policy Group meeting in May attended by Luke Borwick, SRPBA Chair and Karen Smyth, SRPBA Rural Development Manager. The paper has also been
discussed within the SRPBA and has been circulated to members of the CAP Futures Group and the Land Use and Environment Group. We hope to circulate further the details of the paper to members as soon as possible.
