tephanie Manuel Bailey is the versatile technolo- gist now responsible for the application portfolio for Con Edison’s Gas Operations and Central Operations. Ms. Bailey’s current role in the energy industry follows prior career accomplishments in the financial services industry with American Express and Fannie Mae. Ms. Bailey’s first significant accomplish- ments were during her career with the consulting group of PricewaterhouseCoopers (now IBM Consulting), where she was the first woman of color to be ad- mitted to the partnership.


Prior to joining Con Edison, Ms. Bailey was hired as vice president of Enterprise Systems and Technology at Fannie Mae shortly after the SEC delisted Fannie Mae from public trading, requiring the company to restate its financial statements. Ms. Bailey championed the financial data warehouse, a comprehensive repository of mortgage history, to enable the company to meet ag- gressive restatement deadlines. She also launched the upgrade of the company’s financial accounting systems to implement stronger controls and accountability.


In 2009 Ms. Bailey joined Con Edison, the energy utility company supporting New York City, one of the most demanding energy markets in the world. She is responsible for a technology portfolio supporting Gas Operations, Steam Operations, Engineering, Construc- tion, Substations, System and Transmission Operations and Energy Risk Management. In a departure from her history in financial, customer and administrative sys- tems, Ms. Bailey is now responsible for work manage- ment, monitoring and control, energy trading and risk management applications.


Ms. Bailey is a CPA (inactive) and a graduate of the University of Southern California. She was the Woman of Color Technologist of the Year in 1998.

inda Garcia Cubero made history in 1980, when she became a member of the first class of women to graduate from the United States Air Force Aca- demy, thus becoming the first Hispanic woman to graduate from any U.S. service academy. Seven years later, she retired from the Air Force with the rank of captain. Currently, she is the president of Falcon Cash Investments, LLC.

ogy magazine introduced Cubero to its readers in 1991, she was only four years into her civilian career, working as a senior systems engineer at General Electric Aero- space and moving swiftly up the ranks. Later, Hispanic Engineer featured her on its cover, soaring “up, up and away” as manager of Group Development, Mergers and Acquisitions for Martin Marietta’s Information Group. In 1998, she received a Women of Color Technology Award.


After earning her bachelor’s degree in political sci- ence and her free-fall parachute wings at the Air Force Academy, she was commissioned a second lieutenant. She spent the next seven years in the Air Force serving as a command briefer, and on national-level task forces at the Pentagon. In 1982, she was the recipient of a Joint Service Commendation Medal for her work with the Pen- tagon’s intelligence task force assigned to the Falkland Island conflict.


While serving as special assistant to the deputy secretary of defense, she supervised the development of a U.S. commemorative stamp designed by Hispanic Con- gressional Medal of Honor recipients to honor Hispanics in America’s defense. The stamp was designed by the 10 surviving Hispanic Congressional Medal of Honor recipi- ents and unveiled on October 31, 1984. She continued to further her academic education and earned a master’s degree in systems engineering from Virginia Tech.

After leaving the Air Force in 1987, she went to work for General Electric Aerospace and by 1991 was working as the company’s senior systems engineer. From 2004 to 2007, she was client director at Hewlett- Packard Managed Services.
