CITY GOVERNMENT As a general law city, San Juan Capistrano is governed by five elected City
Council members who direct City Manager Karen Brust. Te city has about 90 full-time employees and a general fund budget around $23.2 million. Te city contracts with the Orange County Sheriff’s Department to provide police services and is part of a joint-powers agreement with the Orange County Fire Authority. Te city provides its own water service. Te San Juan Capistrano City Council meets regularly the first and third Tues-
days of each month at 6 p.m. in the City Council Chambers at City Hall, 32400 Paseo Adelanto. Te current mayor is Sam Allevato (council term expires 2016). Te council includes Mayor Pro Tem Larry Kramer (term expires 2014), Roy L. Byrnes (term expires 2016), Derek Reeve (term expires 2014) and John Taylor (term expires 2014).
