Responsibility walks hand in hand with capacity and power. Josiah Gilbert Holland (1819–1881)

So, how was it for you? Final full payment submission filed, P60s issued and, hopefully, not too many previous year updates to do. It didn’t really feel like year end to me, but all done and dusted for another year. What do we have to look forward

to in 2014/15? Usual changes in tax and national insurance rates (as you would expect, our Factcard and Fact App have both been updated to reflect

Budget changes), but thankfully no major legislation changes for payroll. Pensions, on the other hand, big changes for anyone involved in local government or teachers pension schemes. We are also approaching the ‘capacity crunch’ period in auto- enrolment (AE) terms – with approximately 30,000 employers reaching their staging date during a four-month window this year. If you are one of the 30,000, the CIPP has developed an AE assessment tool which will assist with AE readiness – more information under CIPP Services on the website. Alternatively, payroll and pensions update courses are running throughout April. So, what’s been happening? I attended the final event of the

Hot Topics series in Bristol, which was excellent, with sessions from CIPP Policy team, HM Revenue & Customs and the Office of Tax Simplification. National Forums will run in May, June and July; so I hope to see you at one of the events. The final National Forum will be in Birmingham on 10 July and will be followed by

Later this month I am giving a talk at a breakfast meeting of the Institute of Directors on healthy living producing financial rewards. Although I believe a number of businesses are beginning to be pro-active in this area there is still a lot of work to be done. The statistics being the driving factor – the cost of employee illness, that 42% of men and 32% of women are deemed overweight, that the incidence

of diabetes is likely to rise by 1/5 in 2014 and that healthy employees are up to three times more productive. In your organisation it may be that your employer takes a positive stance over this area but if they don’t and you require further information then let us know. There is an article on this subject on page 46 and Anna is also running a seminar at our Annual Payroll and Pensions Conference on 9/10 October, details are on pages 26 and 27.

It is pleasing to note that the Certificate in Managing Global Payroll is now receiving interest from abroad; one company alone

has budgeted for fifteen of their managers to undertake this certificate in the autumn. This is very much a strategic course which, we hope, will be a must for any manager in HR/payroll/rewards to embark on to enable them to be more effective in their global role. Our spring Foundation Degree in Payroll Management is in full flow so if you haven’t enrolled any members of your team who haven’t yet undertaken these studies then please do so before registration closes. Also review how up to date you/your team are in terms of continuing professional development; there is an article regarding CPD requirements on page 11 and the payroll update course is a worthwhile course and an essential part of CPD. There have been a number of instances recently where payroll staff and potential employees have implied that they are full members of the CIPP when this might not be the case. Please check with our membership department if you are uncertain about the credentials of your team or supplier.

the AGM – If you feel passionate about our industries, why not stand for election as a Board Trustee – there is an advert on page 15 to let you know how – I would highly recommend it. On a personal level, my MSc academic year has come to an end. I am just waiting for the final results and then a long university summer holiday until I start year three in October. My study group and I were the last cohort under the ‘old’ MSc in Payroll and Business Management. The new MSc in Business and Reward Management was launched in January with Appreciating Skills for Career Development and Leadership which was very well received – other than the name change, the MSc has been changed in line with other universities from being four modules worth fifteen credits, to three modules worth twenty credits. The next intake will be January 2015 for anyone who has completed a CIPP Diploma, Foundation Degree, BA or equivalent. Finally, a big thank you to those of you who took the time to complete our survey on real time information as it contributed to HMRC’s decision to delay the introduction of penalties (not that we would incur them of course). Without this type of evidence to present to HMRC, it is extremely challenging to contest decisions which we know will be detrimental to the profession.
