CIPP and NAIP announce Terry Dillingham’s retirement CIPP news


IT IS with sadness that CIPP and NAIP (National Academy of Indian Payroll) have announced that the very valued Terry Dillingham is to retire from his unstinting supporting roles in both CIPP and NAIP. Terry has provided many years of loyal service, mostly behind the scenes, but always providing the steady voice of reason combining his expertise with humour and understanding. Terry has over forty years’ experience as a teacher, lecturer and manager in the UK further and higher education sector. He started his career at Worcester College of Technology (WCT) as a lecturer and helped the college grow significantly as the Vice President and Head of HR and Business Development. Terry also managed the funding and quality assurance aspects of Edexcel/ CIPP payroll qualification at Diploma and Certificate level throughout the UK, delivered in a partnership between the CIPP and WCT. More recently Terry chaired the


committee of interested parties on the reforming of payroll national vocational qualifications with excellent results. Lindsay Melvin, CIPP’s Chief executive


officer, commented: “I’ve known Terry both professionally and personally over the years and have always been impressed by his unwavering dedication to the payroll profession. He will be missed and we all wish him and wife Rosemary a wonderful retirement.” CIPP (then the IPPM) first started


working with Terry back in 1995, when he was project head at WCT for their partnership. It was here that he took the bold and brave step to approve the IPPM project, which at the time was seen as being ‘high risk’ due to the complex nature of the payroll study material and its delivery by distance learning. Terry on retirement of WCT some seven years back then joined FHE and worked together to cement the Industry-recognised Foundation Degree in Payroll and was a key contributor in making it a success. Nayaz Qazi, Chairman of NAIP said,


“When I decided to form NAIP Terry was an obvious choice for Board member and he has since provided invaluable support in developing the Indian qualification and maintenance of standards. He was well received by the Indian payroll community and the gap he leaves will be hard to fill.” Terry lives in Worcester with wife Rosemary and plans to spend more time with their grandchildren and continue to enjoy his choral activities in the town.

Board trustees should possess the following: l Knowledge and understanding of the objectives and range of activities of the CIPP


l Ability to think at a strategic level, understanding both the process of development and implementation of policy and the implications of strategic and policy decisions on the CIPP’s resources


l Ability to understand budgets and the financial well being of the CIPP l Analytical understanding and a logical approach to problem solving l Ability to see the external environment objectively l Ability to promote the CIPP internally and externally in a positive and constructive way


l Leadership ability, influencing others and taking decisions as necessary l Understanding of a team member role, so as to listen/work constructively with others


l Specific skills to enhance professionalism including presentation (technical and practical), oral communication (including summarising) and interpersonal skills


Board Trustees must be either an associate of the CIPP (if non-payroll or non-pension qualified) or a Full Member (if payroll or pension qualified).


The role involves a commitment to four quarterly Board meetings, plus occasional ad-hoc meetings (some of which will be by telephone or video conference), as well as representation at a number of Institute events and conferences. During a year the total commitment is expected to be around 8–12 days.


All applicants will be required to submit a candidate statement which will be submitted to the appointments committee for review in accordance with the role specification. Candidates who meet the criteria outlined in the role specification will be voted for by the CIPP members at the Annual General Meeting.


Being a member of the board of trustees is a serious commitment; please only apply if you have the time to dedicate to the CIPP and payroll and pensions professions. Office is held for a minimum of four years. A trustee may stand for re-election, but may not hold office for more than a total of twelve years.
