A combination of facilities between Nome and Port Clarence sites is a strong possibility, Cordova said. The Corps preliminary recommenda- tion will be released the first week of March. After a public comment period, the study is due to be completed in December. It will be submitted to Congress, which could authorize funding for construction in a cost-share arrange- ment with the state, the city of Nome, another municipality or a private entity. Dog found treading water 2 miles from Fla. shore

ST. PETERSBURG, Fla. (AP) — A fisherman discovered a small dog treading water about 2 miles from shore in Tampa Bay, rescuers said. The commercial fisherman saw the

dog’s nose rising above the waves Thursday morning, the Tampa Bay Times reports. The bay water temperature was 68.

“We’re assuming she fell overboard at night and nobody even knew it,” Suzy Johnson, who is helping take care of the dog, told the newspaper. The fisherman took the dog to Demens

Landing Marina, where resident Tony Basile wrapped the dog in a towel. “She shook all night,” Basile said. The pooch was wearing a red collar with the name “Baby’” written in rhine- stones. A trip to Banfield Pet Hospital revealed she had a microchip. Workers there scanned the chip and

discovered she had been reported missing two years ago. But the phone number associated with her name doesn’t work. A Banfield spokesperson told the newspaper the dog’s family might have reported her missing and then found her and never updated the information. The dog is brown, about 18 inches tall

and 20 to 30 pounds. Her caretakers aren’t sure what breed she is, but said she appears well groomed and cared for. Veterinarian workers are continuing to try and find the dog’s owner and all are hop- ing for a happy reunion after the dog’s lucky rescue.

Brown includes $16.17 Million in Budget Proposal for Boating Facility Projects

SACRAMENTO (LOG NEWS SERVICE) — Gov. Jerry Brown Jan. 9 proposed a $154.9 billion “total state funds” budget for the fiscal year beginning July 1 that includes $16.17 million for public boating facility loans and grants. The $16.17 million — $7.9 million for

small craft harbor loans and $8.27 million for public launching facility grants — would be appropriated from the state’s

Invasive Mussels Found in Lake Piru in Ventura County

VENTURA (LOG NEWS SERVICE) — Officials are stepping up monitoring efforts to pre- vent invasive guagga mussels found in Lake Piru in eastern Ventura County from spreading to other Southern California lakes. The Ventura County Star reports that

recreational boaters can no longer move easily from Lake Piru to nearby Castaic and Pyramid lakes and now face inspec- tion.

Harbors and Watercraft Revolving Fund (HWRF) and is included for the second year in the Department of Parks and Recreation (State Parks) budget. It is included in the State Parks budget because effective July 1, 2013, pursuant to the Governor’s Reorganization Plan No. 2, the Department of Boating and Waterways (DBW) become a division with- in Parks and Recreation. The governor’s budget proposal for

State Parks also includes $10.6 million from the HWRF for boating safety and local law enforcement assistance. Brown, while not the first governor to

advocate eliminating DBW in the name of efficiency and saving money — former governors Pete Wilson and Arnold Schwarzenegger both tried unsuccessful to eliminate DBW — is the first to have accomplish it. Boat registration fees, the state tax on gasoline used in boats, interest on public and private loans for the construction of recreational boating facilities, and public and private loan repayments are the major sources of revenue for the HWRF. Brown’s $154.9 billion “total state

funds” budget includes $106.8 billion in general funds plus spending from bond and special funds that are dedicated to a special program. Brown’s 2014-15 budget proposal now

goes to the Legislature and may be revised in May. Lawmakers have until June 15 to send their own budget plan to the governor.

360 5th Ave., San Diego, CA 92101 The California Department of Fish and

Wildlife (CDFW) said that all boaters were being required to clean, drain and dry their watercraft upon exiting Lake Piru since the mussels, which have devastating financial and ecosystem costs, were found attached to a Lake Piru patrol boat in December. This is the first time quagga or zebra mussels have been found in a Southern California water body that does not receive water from the Colorado River, the CDFW said. Two other area lakes, Cachuma and

Casitas, implemented temporary quaran- tines for boats seeking to enter their waters. Water agencies in California have

Susan Ellis of the CDFW said that the mussel has invaded 26 California lakes and rivers since 2007, but, she said, Lake Piru is a rare case because it’s not connected to the Colorado River. Lake Piru, which is located downstream

of Pyramid Lake, provides irrigation to major county farms and drinking water to parts of Oxnard. Eloise Tavares, an environmental scien- tist with the CDFW, said it’s not clear how Lake Piru became infested. Quagga mussels were first detected in

the Colorado River system in January 2007 and were later found in San Diego and Riverside counties, the CDFW said. —Reports from The Associated Press were used in this story.
