A European success story Jori Ringman at the Confederation of European Paper Industries (CEPI) reports on the latest ERPC report.
THE EUROPEAN Recovered Paper Council (ERPC) has unveiled its annual monitoring report with the latest updates on paper recycling in Europe. Europe recycled 71.7 % of paper and board used in 2012. The recycling rate rose around 30% over the past 20 years and is
higher than rates in North America or Asia. EU paper consumption dropped from the peak year of 2007 by 13% in 2012, and is currently at the level of 1998, but the amount of recycled paper increased by 1.5 times compared to 1998 levels of recycling. These figures were calculated for the ERPC by the Confederation of European Paper Industries (CEPI). According to the report, paper fibre was reused on average 3.5 times
a year, also up from 2011, in Europe compared to 2.4 times in the rest of the world in 2012. One of the difficulties of paper recycling in Europe seems to be the sharp drop in newspaper consumption in recent years, which is accelerating. Newspapers are one of the best recycled paper products along with corrugated boxes. On the other hand, the use of tissues and sanitary papers is increasing.
However, these are not suitable for recycling due to hygiene reasons. The share of non-recyclable or non-collectable paper is likely to now be

higher than CEPI’s 19% estimate from 10 years ago. An updated CEPI figure will be released in 2014. Whereas there were 13 countries in Europe with paper recycling rates
that regularly exceeded 70%, there were significant discrepancies across the European Union. But the number of European countries with a recycling rate below 60% decreased from 12 to 10 in 2012. This demonstrates there is still room for improvement in Europe. A landfill ban on recyclable paper across Europe could generate up to
an extra 10 million tonnes of material annually. The sector also continues to invest in innovations. ERPC members are
partners in several EU-funded projects that aim to treat fibre properties for increased strength, making lighter products possible with increased resilience in recycling. Other projects aim to improve paper recycling in Eastern Europe. Secure access to resources, including paper for recycling, has become
an increasingly strategic economic issue in Europe. Currently, 9.4 million tonnes of paper collected for recycling in Europe are being exported to Asia.
