involved with the
Chicago Region Environmental and Trans- portation Efficiency (CREATE) Program, a public-private partnership to improve rail traf- fic through the city. One of the biggest jobs in the project is rebuilding the crossing of the NS and South Shore at 130th Street and Torrance Avenue on Chicago’s southeast side.
