The Amtrak boss responded by saying private investors can be attracted to participate, but only after the public sector “has allocated significant fund- ing and committed itself to a project of this magnitude.” Once these services generate these revenue streams, these projects can and will attract private funding that can help repay initial capital costs,” he testified. Even the Obama administration raised the issue of passenger train privatization (long considered an oxymoron). At the same congressional hearing, Transportation Sec- retary Ray LaHood pitched the idea in con- nection with the long-stalled troubled Cali- fornia HSR plan. “We know that this project cannot or will not be built with total federal dollars. We don’t have enough money here to do that. We need private investment,” said he secretary.


Then There’s Florida As we have reported, Florida East Coast In- dustries plans to link Orlando, Orlando Air- port, West Palm Beach, and Miami with a privately funded and operated hourly pas- senger train service complete with new in- frastructure, much of which is planned or now being built. That has prompted specula- tion in the blogosphere to the effect that — aha! — if that project gets off the drawing boards, we can say good-bye to the notion that only government can keep passenger trains in regular service. Such tea leaves-reading is premature at


best. Let’s see what happens between now and the day the first train pulls out of the brand new station in Miami, or more to the point, after it’s been doing that for five years.


Secondly, Florida East Coast has left itself


a parachute on the question of seeking fed- eral dollars, saying only it is its intent not to have to seek government aid. Let’s see if that slightly ajar door swings bit wider when the moment of truth arrives. Third, the folks at Florida East Coast In- dustries have put up a mountain of money to make certain that this railroad is a class act. How many investors are ready to take that plunge on the kind of operation (passenger rail) that has a poor history in the role of “profit center?” Fourth, the South Florida corridor is one of the busiest and most densely populated in the country, especially when one adds the tourist traffic to a state that has for decades been a premiere vacation getaway. Finally, other corridors have some of these


characteristics. Few others have all of them, and even fewer have investors in their com- munities who see money-making opportuni- ties in the passenger train business. So yes, while the Florida project is excit-


ing, we are a long way from the point at which it may generate a change in the entire nation’s approach to corridor passenger rail privatization. China has just launched a 186-m.p.h. line between Beijing and Guangzhou — the longest high-speed train in the world — about equal to the distance between New York and Key West, Fla. And some bemoan that “political forces” in the U.S. leave the us “further be- hind countries like China.” Ah yes, amazing what you can do in a country ruled by the looming threat of a shot in the head.
