Deliberations within the maritime bodies continue as to appropriate training levels, oil recovery rules and damage stability standards for offshore support vessels, with the Chamber campaigning for an overhaul of standards for these craft.


Training The Chamber continues its campaign for improved training standards for operators of dynamic positioning equipment. The Nautical Institute, which administers the scheme, has made meaningful alterations, as well as facilitating training aboard offshore support vessels (OSVs). However, we are maintaining our efforts to achieve a more thorough overhaul of the standards, including the increased use of simulator systems.


Stability Debate has emerged within the International Maritime Organization (IMO) as to which

damage stability standards should apply to OSVs. After introducing the ‘probabilistic damage’ system for a number of other ship types in 2009, many wish to see this extended; while others feel that the old ‘deterministic’ system is safer. Whatever the decision, we are determined that the system should be carefully assessed for its applicability to the fleet, ensuring that it will not hamper design freedom or produce new safety hazards. The IMO has also begun to discuss the intact stability of OSVs and anchor handlers when engaged in towing or lifting operations; our OSV Panel will support the UK delegation with up-to-date information and technical briefing.
