He also moderated a panel at the NAPT Summit in Cincinnati on Oct. 23 that compared and contrasted public school bus operations with private contractor operations and the many issues that arise in each business. South Carolina Gov. Nikki Haley announced during her inaugural address in January that she would push for privatization of the state fleet. Her office requested information from several private bus operators earlier this year on how such a program might work. Tudor said the RFI has no standing in the state’s procurement process but that he thought the move was intended to provide information to the state’s General Assembly for possible legislation. Meanwhile, Camp comes from the private sector, having
worked for the Disney Corporation and owned two restaurants and a grocery store. Tudor said Camp’s experience is a good fit for how he sees the industry evolving, especially in South Carolina. “We were looking for somebody who has experience thinking
out of the box. We were getting such a strong push from the pri- vate sector to be more private-sector oriented and accepting that I thought, if there was somebody out there who could be mentored and moved into that position, that would be the best thing.” Tudor added that, increasingly, student transportation ser-
vices need to be run like a business. But at issue, there remains no attainable college degree for a transportation director or supervisor, aside from the professional development series of courses and related endorsements offered by NAPT. While it can still make sense for small operations to groom the next leader in-house, he said the days of larger operations in large cities and at the state level turning to former drivers, teachers or even vice principals to run the transportation department are becoming a thing of the past. “School transportation is a business, and you’re trying to run it
as effectively and efficiently as you can so the taxpayers benefit. Where else do you go other than people who went to business school,” he said. “At the level we were looking, not at the start- ing level but with years of experience, we naturally turned to the private sector.” ■
