UK hopes intellectual property reforms will promote growth
The UK Government has announced plans to support economic growth by modernising the country’s intellectual property laws. Ministers have accepted the recommendations made in May 2011 by Ian Hargreaves in an independent review. According to business secretary Vince Cable, ‘By creating a more open intellectual property system it will allow innovative businesses to develop new products and services which will be able to compete fairly in the UK’s thriving markets for consumer equipment.’ Among the recommendations that have been accepted are that the UK should have a Digital Copyright

Exchange. This is a digital market place where licences in copyright content can be readily bought and sold. A feasibility study will now begin to establish
how such an exchange will look and work. The government will announce arrangements for how this work will be driven forward later in the year.
Thomson Reuters supplies ResearcherID code and IP to help ORCID fl ourish
ORCID (the Open Researcher and Contributor ID), a non- profi t organisation dedicated to solving the name ambiguity problem in scholarly research, will start building the ORCID service based on the ResearcherID code. Thomson Reuters has provided ORCID with a perpetual licence and royalty- free use of ResearcherID
code and intellectual property, which is said to give ORCID the critical technology to create its system. The agreement also allows ORCID to build upon the ResearcherID code base under an open-source model, which is expected to speed the organisation’s progress towards a registry of unique contributor identifi ers and a
disambiguation service. To date, over 250
organisations have signed up as participants of ORCID; 42 per cent are academic institutions 23 per cent are scholarly societies and other non-profi t organisations; 15 per cent are commercial publishers; and the remaining 21 per cent are government institutions, foundations, and corporations.

effectiveness of SDB for storing part of RAL’s data. Initially, datasets from the ISIS neutron spallation experiments will be collected and ingested in to SDB4, together with the metadata required to facilitate long-term management and preservation. SDB4 supports multiple data ‘tenants’ and it is
expected that the pilot will be extended to other users such as the British Atmospheric Data Centre. Tessella will provide RAL with SDB4, the latest version, and will collaborate closely with key individuals from the eScience team and ISIS data administrators.
