It is the only Nordic nation not to have joined the EU, but it is a member of the European Economic Area. Government economic policy combines support for private enterprise with a large state-owned sector, for example in the vitally important energy industry. The state-owned Norsk Tipping, administered by the Ministry of Culture and Church Affairs, is the only organisation authorised to offer gaming in Norway. It provides lotteries, sports betting, keno and other games.

Labour is highly skilled and there is a large engineering sector. The economy rebounded well in 2010 from the problems of 2008-9.
All gambling in Sweden is under the control of a monopoly, Svenska Spel. It currently has four casinos under the Casino Cosmopol brand,
with licences for a further two. Since 1996 Sweden has had video lottery terminals (VLTs), also
operated by Svenska Spel. There are now about 6000 of these, falling into two categories: the older Jack Vegas machines, mostly located in bars and restaurants, and the Miss Vegas units, found only in bingo halls. Svenska Spel acknowledges that these face stiff competition from illegal machines. Other Svenska Spel products include football pools, keno,
instants, and mobile and online gaming. There are also an estimated 1500 non-gambling amusement machines in the country.
Regulatory developments Sweden is entitled to ban the advertising of online gambling
services hosted outside its borders, the European Court of Justice (ECJ) has ruled. The government has said it is considering ending the Svenska Spel monopoly.
