Mincetur pospone proceso de control online de slots
El Ministerio de Comercio Exterior y Turismo (Mincetur) ha informado sobre la Resolución de Nulidad que pospone el Concurso Público No. 002-2011-MINCETUR/CE para la “Contratación de Servicio de Consultoría para el Desarrollo e Implementación de una Solución Informativa Integral para la Dirección General de Juegos de Casinos y Máquinas Tragamonedas”.
Según las bases del Concurso Público para la licitación indicada, la Solución Informática Integral está conformada por cuatro componentes, que a la letra, son: “I) Creación de Base de datos y desarrollo de Solución de gestión – Sistema Base; II) Registro de Máquinas Tragamonedas - RMT; III) Desarrollo del Portal Web Interactivo – PWI; y IV) Data Center – DC”.
La cancelación del concurso público fue confirmada por el titular del Mincetur, por solicitud del Viceministerio respectivo por existir una “omisión anterior a la presentación del requerimiento de consultoría” que no se ajusta a las normas del sistema Nacional de Inversión Pública.
El concurso público se frustró debido a observaciones a las
bases realizadas por dos entidades participantes, las que fueron elevadas a las autoridades con fecha 15 de abril 2011. Las recientes elecciones presidenciales en Perú pospusieron ciertos proyectos a nivel nacional, y se estima que bajo la nueva administración se prosiga con el proyecto de control de máquinas tragamonedas online que Mincetur ha planificado para fines del año en curso.

En estas Jornadas diferentes provincias tuvieron la
oportunidad de exponer los resultados de los planes de ayuda para personas adictas al juego y su entorno familiar; así Neuquén, Córdoba, Buenos Aires, Capital Federal, La Pampa, Formosa, San Juan, Santa Fe, Salta, Chaco y Mendoza tuvieron la posibilidad de intercambiar opiniones y experiencias en relación a los resultados y métodos empleados para cada programa.

Peru postpones online slots control process
The Ministry of Foreign Trade and Tourism (MINCETUR) in
Peru has published information on the recent “Void Mandate” (Resolución de Nulidad) that has postponed the public tender for a contract to supply a consultation service for the Development and Implementation of an Integral Information Solution for the gaming agency regulators, the Directorate General of Casino and Slots.
According to the tender requirements, the Integral Information Solution is made up of four components, which stand at the moment as: the creation of a data base and the development of a systems base; a process for the registration of slot machines; the development of an interactive website; and a Data Centre.
The cancellation of the public tender was confirmed by a Mincetur official and relates to a “previous omission in the presentation of the consultative requirement,” which did not conform to the standards of the National System for Public Investment. This in effect means that one of the components of the Integral Information Solution – the registration of slot machines – constitutes a Public Investment Project in charge of the Ministry of Economy and Finance.
The public tender has been abandoned because of
observations by two of the participating bodies, brought to the attention of the authorities on 15 April 2011. The recent presidential elections in Peru postponed various projects at national level. It is expected that the new administration will continue with the online control of slot machines project planned by Mincetur to come into effect by the end of this year.
