Chechen Republic, is part of for- mer communist Russia. In recent years, Chechians have fought two wars with Russia seeking their independence. A loose framework and control still exists by Russia over Chechnya. However, for all practical purposes, Chechnya does what it wants. Russia is concerned with stabil-
ity. Stability in those areas which were part of greater Russia in days gone by. Chechnya’s present gov- ernment provides political stabil- ity. As a result, Putin and his people close their eyes to certain transgressions. Chechnya has a relatively new
