million since their inception last spring, making them the undisputed leaders of an on- slaught of outside spending on 2010 House and Senate races, according to new disclosures Thursday. American Crossroads, a “su-

per PAC” that can raise and spend as much money as it wants, took in nearly $28 mil- lion in donations, weighted heavily with large contribu- tions from financiers, oil ty-

coons and other wealthy indi- viduals, according to filings with the Federal Election Com- mission. A sister group, Crossroads

GPS, took in about $43 million this year, spokesman Jonathan Collegio said. Because it is organized as a nonprofit, the second group does not have to reveal its donors. “After a successful 2010, we

said, adding that the Cross- roads duo will be “active throughout 2011 in support of a conservative, free-market legis- lative agenda.” The disclosures came amid a

wave of reports from political committees and organizations that were filed Thursday at the FEC, covering the period from just before the Nov. 2 midterm elections through Nov. 22. The filings showed that both political parties took on a lot of

debt this year — Republicans to capitalize on the pro-GOP envi- ronment, and Democrats in an unsuccessful bid to lessen the damage. Republicans picked up more than 60 seats in theHouse and regained control of the chamber. The Republican National

Committee had $15 million in debt at the end of last week and $1.9million in the bank, under- scoring the committee’s con- tinuing financial troubles un-

der ChairmanMichael S. Steele. Well-heeled donors who previ- ously wrote big checks to the party curtailed some of their support, while some of the RNC’s expenditures, such as chartered airplanes, have been questioned. The Democratic National

Committee reported having $15.5 million in debt and $9.7 million on hand. The GOP’s House-race fund,

the National Republican Con- gressional Committee, carried $12million in debt and had $4.7 million in the bank. The Demo- cratic Congressional Campaign Committee was in worse shape, carrying $19.5 million in debt with $3 million in the bank. Overall, the DCCC spent $120 million on the elections. The new FEC filings also

reveal more details about some of the major funding sources behind the remarkable spend- ing spree of 2010, which saw a new wave of independent groups — mostly on the Repub- lican side — rise to take advan- tage of court rulings easing restrictions on political expen- ditures. American Crossroads umbrella reported spending nearly $40 million during the elections, and the U.S. Chamber of Com- merce was close behind atmore than $31 million. Neither of those numbers fully accounts for the groups’ total spending, however, since many disburse- ments do not have to be report- ed to the FEC. The latest FEC report from

American Crossroads under- scored the group’s heavy reli- ance on wealthy individuals for its budget, which is not con- strained by the same limits placed on candidates or parties. Big donors named in the latest report include Public Storage founder B. Wayne Hughes, who gave a total of $3.75 million to the group this year, and Chica- go investment executives Anne and Kenneth Griffin, who gave a combined $500,000. Alliance Management Hold-

ings of Tulsa is also listed as giving $425,000 in the most recent reporting period. A simi- larly named firm, Alliance Re- sources Group LLC, with the same post office box, previously gave $2 million, FEC records show.

FormerNRCC treasurer gets prison for theft of $844,000

BY SPENCER S. HSU A federal judge sentenced

Christopher J. Ward to 37 months in prison on Thursday for stealingmore than $844,000 from the National Republican Congressional Committee and other political fundraising com- mittees for which he worked as treasurer. “I amtruly sorry forwhat I did

and I take full responsibility,” said Ward, 42, formerly of Bethesda. “This is a serious offense. . . .

You stole from small donor funds that worked to engage in political debate and the electoral process,” said U.S. District Judge Colleen Kollar-Kotelly of the District. She added, “I’m not sure what happened to you, but you clearly lost yourmoral com- pass.” Ward was ordered to forfeit

$844,718, including $812,825 in restitution, which takes into ac- count repayments alreadymade. Ward, divorced from his wife

and mother of their three chil- dren ages 5 through 12, has turned over about $300,000, in- cluding proceeds from his house, and has no assets. The judge ordered him to pay back $150 a month upon release in addition to tax and child support obligations. Ward served as treasurer for
