RECOMMENDATIONS
Over and above the proposed action points for leg- islators listed in each section of this handbook, a few overarching recommendations are important for legislators to consider. These include:
DEVELOPING A READING CULTURE: With a number of policies and laws in place, legislators need to develop interest in reading them in order to empower themselves to hold various duty-bear- ers accountable.
IMPROVING RESEARCH CAPACITY: There is a need for legislators to improve the research capacity of the legislature. This will allow them to identify and address the gaps in the existing policy, and legal and institutional frameworks for natural resource management in Uganda. Legislators may also wish to take advantage of the research capac- ity in independent national and international pol- icy research think-tanks such as the Uganda Wild- life Society, Advocates Coalition for Development and Environment, GreenWatch, the International Union for Conservation of Nature and the World Resources Institute.
