How should Uganda meet the energy demands of a grow- ing economy on a sustainable and efficient basis and im- prove the living standards of its people? How can Uganda develop its considerable hydro-electric potential and increase the biomass resource base vital for its fuelwood consumption? Energy development and environmental damage are in- tricately related. The energy sector has greater environ- mental impacts than most other economic sectors.11
