Uganda is endowed with significant surface and ground water resources. However, water resources are under increasing threat of degradation as ex- hibited in reduced quality and quantities in major freshwater bodies. Soil erosion and industrial pol- lution have reduced surface water quality. Water- shed degradation and climate change also reduce surface and ground water quantities. The total an- nual consumptive use of water for production is very low at less than one percent of total available renewable water resources.28
