Preview these exciting topics to be covered at this year’s AVSEC World:
Terrorism: What is it in today’s blurred geopolitical borders? Home-grown suspects What defines the term “Terrorism” nowadays? While in the past it was seen as a threat outside the borders of a given country, in the global village we all now live in, it is more than ever, an important national and local challenge to be studied and followed- up closely, for the various and intricate forms it is now adopting.
Setting the Scene: Emerging Threats in View of Recent Incidents A look at case studies of NW253 and EK202 as well as overview of current threats to the global aviation system: Cyber Terrorism, CBRN, etc. Is the current framework strong enough to cover these threats? What role are the governments playing to safeguard the airlines? How are the airlines and government planning to share more intelligence to prevent and close the gaps that exist today?
Region in Focus: Europe Is the current European regulatory framework sound and effective to address the current threats to aviation security and safety? A brief overview of applicable legislation and regulations. The session will include Europe’s new approach to security of liquids and gels as well as Eurocontrol’s work on ATM.
Intelligent Security Through Collaboration What solutions are there to facilitate collaboration and coordination between Industry and Regulators; State to State and Region to Region? How is sharing being handled today and what are the limitations from the regulatory, political, military and sovereignty perspective?
Disruptive Passengers Major issue on the rise. Shall the legislative framework be revisited to address these types of incidents? What are the limitations of the current legal framework? What are the jurisdictional issues that prevent these types of incidents from being prosecuted? What can be done to suppress unruly passenger incidents and assure that authorities respond appropriately when acts occur? What is the involvement of States in this problem? How does it financially impact the airline industry? Brief discussions on this panel will include: best practices and the need of cooperation between States, the roles and responsibilities of crew in relation to security incidents in-flight and rules and regulations governing in-flight security.
5 Recommendations: Talk into Action On 22 January 2010, the International Air Transport Association (IATA) hosted a historic aviation security summit with the US Department of Homeland Security (DHS). IATA Director General and CEO Giovanni Bisignani and DHS Secretary Janet Napolitano spearheaded a new era of industry/government cooperation to improve aviation security around the world. ICAO Secretary General Raymond Benjamin also attended and brought the international regulatory perspective to the summit.
This presentation will briefly introduce the five recommendations agreed between all stakeholders present at this meeting and will provide an update on the actions and concrete results obtained so far.
