THE REALITY:Still no reform

Twelve years later, Gordon Brown admits in an interview with the BBC’s Andrew Marr on 31 May 2009 that the constitutional reforms he promised in 2007 have still not been pushed through and are unlikely to happen any time soon.

Plans for reform have now been incorporated in to the 2010 manifesto with a referendum on a potentially fully-elected House of Lords set for October 2011 if the Labour Party are
