THE PROMISE:To increase higher education funding

In keeping with Blair’s famous pledge to focus on ‘Education, Education, Education,’ Brown promised that 300,000 university students would receive full grants, with 600,000 (2/3 of students) receiving grants overall as part of his aim to get more people in to higher education.
