Abacklogof1millionopencaseshadbeencreatedwherereturnsfrom onlineBureau
employersandemployeescouldnotbematchedexactlytoindividualrecords
withinHMRC.Manualinvestigationhadbeentheonlymethodtoresolvethese,
leadingtohighercostsofcollectingrevenue.
AninitialdataqualityprogrammehadbeenusedtohelpensureHMRC
achievedmailingdiscountsbyhavingproperlydeliverableaddressdata.
Multiplesystemsanddatabses,togetherwithaprocessfocusedonthe
employerratherthantheindividual,wererootcausesofproblems.
Itwasrecognisedthatchangesintaxandemploymentmeantmorepeople
withmultiplejobs,ariseinself-assessment,shorterjobtenure,moreself-
employment,increasedmobilityandrisingimmigration.Toreflectthis,a
flexibleprocesswasneededthatcouldrapidlyaddinnewdatafeedsand
changedefinitionstoallowasingleviewoftheUKtaxpayerwithoutrewriting
orchangingprocesses.
Aproprietarydatacleansingtoolwasusedtobringtogethermultipledata
sets.Thisalsoyieldedcomplianceintelligenceandallowedadataaudittobe
done.Recursivematchingroutinescomparedeverycharacterineveryfieldin
everyotherdataset.Thisidentifiedwheremissingandincorrectdatawas
leadingtoanopencase.
Allowingmissing,invalidorincorrectdataintosystemswasidentifiedasa
majorcontributortothegrowthofopencases,compromisingtheabilitytotrace,
matchandaligninformationacrossdatabases.MatchingwascarriedoutonP1
taxrecordswherenationalinsurancenumbersorotheridentifiersweremissing,
effectivelycreatingasingleviewof1.2billionrecordsacrosstenHMRCdatabases.
Identifyingdataqualityasthecauseofopencasecreationhasledtoprocess
changes.Anadditional15millionopencaseswerematched,with10million
clearedautomatically.Thenumberofopencasesrequiringmanualresolution
hasbeenreducedbynearly50percent.
