OVER the last few years in England there has been a gradual move from apprenticeship frameworks to standards (though frameworks continue to apply in Wales, Scotland and Northern Ireland).
Frameworks are still in place for a number of occupational areas, eg, the Level 4 Sustainable Resource Operations and Management, with a funding band of £3,500. However, all apprenticeship frameworks will be withdrawn at the end of the 2019/20 academic year and will not be available for new starts after 1 August, 2020. A list of all the apprenticeship programmes (standards and frameworks) is available via the
gov.uk website.
Apprenticeship levy If you’re an employer with a pay bill over £3m each year, you will have been paying the apprenticeship levy since April 2017; reported and paid to HMRC through the PAYE process. Levy-paying employers can create an account on the apprenticeship service to: • receive levy funds to spend on apprenticeships;
• manage apprentices; • pay the training provider; or • stop or pause payments to the training provider.
At the moment, if you do not pay the levy, you will not be able to use the apprenticeship service to pay for apprenticeship training and assessment unless you are receiving a transfer of funds from a levy-paying employer.
Funding bands
The apprenticeship funding system in England comprises 30 funding bands ranging from £1,500 to £27,000, covering apprenticeships from intermediate (which is the first level of apprenticeship) through to advanced, higher and degree apprenticeships.
End-point assessment
One of the key differences between the old frameworks and the new standards is the inclusion of an End-Point Assessment (EPA) process, which could take the form
of an exam, skills assessment and/or a professional interview. The EPA is individual for each standard and is designed by the apprenticeship development group working with industry stakeholders to ensure the content and format best reflects what is required by employers in the sector.
WAMITAB has been involved in the development of a number of apprenticeship standards and has taken on the role of End-Point Assessment Organisation (EPAO) for two standards with close links with the waste and resource management industry: Waste Resource Operative at Level 2 (funding £6,000) and the Metal Recycling General Operative also at Level 2 (funding £9,000). WAMITAB has also recently been approved as the EPAO for the Safety, Health and Environment (SHE) Technician.
SHE Technician – Level 3 Apprenticeship This role is involved in helping prevent workplace accidents, injuries and health problems and so is relevant in some areas of the waste and resource management industry.
Key facts • Level: 3 • Typical duration: 24 months • Maximum funding: £5,000 • Entry requirements: Achieved or working towards 5 GCSE’s A*- C (including English and Maths) as well as having knowledge to level 1 equivalent for commonly used office computer applications.
What apprentices will learn • How to identify and assess hazards • How to advise and train staff about health and safety practices
• Risk assessment methods • Techniques for recording and investigating workplace accidents
Occupational profile The SHE Technician role is undertaken in organisations of different sizes and
across a variety of sectors and is likely to comprise office-based activity and the provision of face-to-face advice on how to work without causing harm. The SHE Technician works with management and delivery teams advising on the statutory health, safety and environmental requirements for the organisation.
On a daily basis, the SHE Technician will assist to develop, review and check on the implementation of safe systems of work, deliver training (e.g. toolbox talks and inductions), investigate incidents, analyse data and present findings to the management team. The SHE Technician will engage with all aspects of the organisation to help to embed a culture that ensures everyone is able to return home unharmed every day whilst also protecting and enhancing the global land, air and water resources for future generations.
Link to professional registration Upon completion learners will be able to join the Institution of Occupational Safety and Health (IOSH) at TechIOSH level. They will also be eligible to join the Institute of Environmental Management and Assessment (IEMA) at Affiliate level.
