Con relación a si estaba de acuerdo con las resoluciones de la Conajzar, Ortiz dijo que hace 10 años viene funcionando así y que todos actuaron con una mirada cómplice y nadie hizo nada. Sostiene que esto sucede por la falta de una normativa que brinde el marco jurídico y preventivo de ludopatía. Sobre las nuevas modalidades de juego, dice que necesitan que el proyecto de ley se apruebe para abarcarlas. Dijo que Icrop SA no cobra canon y que la Conajzar no da facturas.

Galaverna sostuvo que, a su criterio, la interpelación es más ruido que nada, ya que la interpelación no tiene fuerza coercitiva, ni vinculante ni sancionadora, y que de manera rotunda el papel del titular de la Conajzar es lamentable. El presidente de la Conajzar está actuando como vocero de las empresas privilegiadas con contratos de manera “torcida, sucia y vergonzante”. El senador Galaverna, concluyó: “El presidente de la Conajzar actúa con autonomía, pero si bien es cierto que no tiene voto en primera instancia, es el conductor de la institución. Es absolutamente responsable de toda esta situación. El Poder Ejecutivo tiene elementos suficientes que señalan la condición de corrupto del titular del Conajzar. El señor Ortiz debe ser echado por servir a empresas y que la ausencia del presidente de la Cámara (Óscar Salomón) no es coincidencia”,

Regarding whether he agreed with the Conajzar resolutions,
Ortiz said that for 10 years (the regulator) has been working like this and that everyone has acted with a complicity and no one did anything. Ortiz maintained that this is due to the lack of a regulation to provide the legal and preventive framework for (illegal) gambling. On the new gambling modes, Ortiz said that they needed a new bill passed to cover them. Ortiz also said that iCrop SA does not charge a fee and that Conajzar does not issue invoices. Galaverna stated that, in his opinion, the Senate questioning of Ortiz is just white noise, since this measure has no coercive, binding or sanctioning force, and that the role played by the head of the Conajzar is categorically regrettable. The president of Conajzar is acting as a
spokesman for companies privileged with contracts in a “crooked, dirty and shameful” way. Senator Galaverna concluded: “The president of the Conajzar acts with autonomy, but although it is true that he does not have voting powers in the fi rst instance, he is the one who drives the institution, and is totally responsible for this whole situation. The Executive Branch has suffi cient evidence to indicate the corrupt status of the head of the Conajzar. Mr. Ortiz should be kicked out for serving private businesses and that the absence of the president of the Chamber (Óscar Salomón) is no coincidence (in this matter).”
