Con su interpretación errada de la legislación a aplicar para la renovación de los permisos de operación, destruye la certeza jurídica que en 2005 permitió una inversión sin precedentes. “Durante más de un año, la industria de casinos ha venido señalando que diversas actuaciones del regulador son contrarias a derecho y nos hemos visto obligados a presentar los casos ante los Tribunales de Justicia, donde esperamos que pronto haya un pronunciamiento definitivo sobre el fondo de estos juicios”.
PARAGUAY – “Señalan la condición de corrupto del titular del Conajzar”
El contralor general de la República de Paraguay, Camilo Benítez, resolvió ayer jueves 28, aprobar la realización de una fiscalización especial inmediata (FEI) a la Comisión Nacional de Juegos de Azar (Conajzar), dándose a conocer la resolución de fiscalización en momentos cuando el Senado estaba llevando a cabo la interpelación de José Ortiz, titular de la Conajzar, en la Cámara de Senadores. La interpelación a Ortiz por el Senado por las supuestas
irregularidades en la fiscalización de máquinas tragamonedas y la quiniela surgió a raíz de las denuncias que se realizaron respecto al negocio de explotación de las máquinas electrónicas de tragamonedas, luego de publicaciones de investigación del Grupo Nación. El senador Stephan Rasmussen cuestionó que la Conajzar
se lave las manos con respecto a los juegos de azar clandestinos que están distribuidos por todo el país, pero cobran cánones ilegales. Sobre la quiniela, cuestionó la falta de las donaciones a excombatientes y los premios no pagos. Asimismo, consultó a Ortiz si es el representante del Ministerio de Hacienda y, por ende, con responsabilidad por parte del presidente Mario Abdo Benítez. El titular de Conajzar respondió que las municipalidades
son las que dan la autorización de uso de máquinas en lugares privados, y la ley de Conajzar no tiene prevista la incautación de las máquinas, pero sí se puede fiscalizar y clausurar el local, añadiendo que, “la Conajzar no tiene la megaestructura que todos se imaginan”, y que era imposible hacer clausuras en todo el país y que las incautaciones

PARAGUAY – “Corruption points to the condition of Conajzar Chief”
The Comptroller General of the Republic of Paraguay, Camilo Benítez, resolved on Thursday, 28 July the approval of an Immediate Special Audit (FEI – Acronym in Spanish) of Comisión Nacional de Juegos de Azar (Conajzar), announcing the resolution at the time when José Ortiz, head of the Conajzar was being questioned by the Senate for irregular issuing of contracts. The Senate’s questioning of Ortiz for alleged irregularities in
regulatory control of slot machines and the quiniela lottery arose as a result of the complaints that were made regarding the operation of electronic gambling machines, after publications in the Nation Group newspaper. Senator Stephan Rasmussen questioned whether Conajzar
washes its hands of clandestine gambling, which is rampant throughout the country, but charges fees that are illegal. On the quiniela, he questioned the loss of donations to ex-combatants, as is due by law, and the destiny of unpaid lottery prizes. The Senator also asked Ortiz if he was a representative of the Finance Ministry and, therefore, with responsibility for this on the part of President Mario Abdo Benitez. The Conajzar Chief replied that the municipalities are the ones that authorize the operation of slot machines in private premises, and the Law does not provide Conajzar for machines confiscation, but the illegal premises can be inspected and closed, adding that, “the Conajzar does not have the megastructure that everyone imagines,” and that it was impossible to close illegal operations throughout the country and confiscations must be made by the Public Prosecutor’s Office. Ortiz claimed to be the Treasury representative.
