EU addresses post-2030 energy policy


The European Union is continuing to promote energy efficiency investment as one of its first strategic priorities. Having received confirmation from the European Environment Agency that the EU27 is firmly on course to meet its agreed 2020s targets, it is now looking in detail at energy- saving policy priorities for the next decade. On 18 June, the Energy Directorate


of the European Commission hosted the first of two stakeholder workshops on the post-2030 EU energy efficiency policy framework. The workshop is an integral part of the stakeholder consultation process, ahead of the legislative proposals expected by the end of this year. The workshop focused on presenting


the results of the already closed call for evidence and a snapshot of the key trends and answers emerging from the further public consultation on the post-2030 EU energy efficiency policy framework. Evidence has clearly identified the


weak governance and enforcement of the current version of the Energy Efficiency Directive (EED) as its main limitation.


Among the key recommendations is to support prioritising implementation of the current legislation above setting further new legislation. But it was agreed that the EED is nonetheless delivering positive outcomes and results, whilst some concerns were expressed on the energy efficiency framework being penalised for electrification. For the next decade,


stakeholders agreed that the EED objectives remain broadly relevant, and that buildings, industry, and heating and cooling remain the priority areas for continued action. Discussion revolved around draft policy options for the post-2030 energy efficiency policy framework. It considered three possible scenarios around which the upcoming Impact Assessment could be structured: (1) a market-led scenario, driven mainly by carbon pricing; (2) a regulatory scenario, based on strong regulatory provisions, which commanded a strong majority and (3) a balanced mix, in which price signals are complemented by targeted policy interventions.


National Grid aims to strengthen storm resilience


National Grid’s Distribution System Operator (DSO) is launching a new service designed to strengthen network resilience during severe weather events by encouraging customers to shift electricity use ahead of forecast storms. The new service, Responder, is a resilience-focused use case, enabling National


Grid DSO to access flexible demand turn-up (DTU) across its entire licence area ahead of storm events. Building on a previous trial ‘StormFlex’ by SP Energy Networks, this is the first time a DSO is procuring flexibility at scale across its whole network, rather than in specific Constraint Management Zones (CMZs).


During storms, damage to the


network may require alternative operating arrangements to maintain supplies. While essential, these can place additional strain on otherwise healthy assets. Responder helps reduce this risk by lowering demand during critical periods. Through the service, customers


and flexibility providers will be asked to bring forward electricity use into earlier time windows ahead of forecast events. This could include charging electric vehicles, pre-heating homes, running appliances, or completing industrial processes before a storm arrives. By shifting demand away from high-risk periods, Responder aims to reduce


stress on the network when resilience is most critical. It also supports customers in preparing for potential power interruptions by ensuring key equipment, vehicles, and energy storage are ready for use. It will also provide valuable insight into how flexibility could be used to support resilience objectives in future regulatory periods, helping shape the next generation of network operations during extreme weather events.
