INTERVIEWFANS IoR president-elect joins BESA technical team I
ncoming Institute of Refrigeration (IOR) president Stephen Gill has joined the Building Engineering Services Association’s (BESA) technical team, bringing more than four decades of RACHP experience to support the Association’s work on standards, regulation and industry guidance.
Gill will focus heavily on REFCOM, the UK’s primary F-Gas register, while also contributing to BESA’s engagement with government, international bodies and sector stakeholders. His appointment comes ahead of his second, non- consecutive term as IoR President later this year – a rare achievement in the Institute’s modern era.
BESA technical director Kevin Morrissey said
Gill’s arrival strengthens the Association’s ability to support contractors during a period of rapid technological and legislative change, noting his long-standing reputation for technical leadership
and practical regulatory insight. Gill is widely recognised for his work on
skills, professional standards and global awareness initiatives. He founded World Refrigeration Day in 2018 and has been active in promoting diversity, inclusion and competence development across more than 160 countries. He said the sector is navigating signifi cant shifts in refrigerants, heat pumps, energy effi ciency and compliance, adding that there is clear value in helping contractors and end users interpret technical and regulatory developments. Gill began his career as an engineering
apprentice before moving into senior technical and commercial roles. He is managing director of Energy Effi cient Solutions and previously led sustainable cooling programmes at the Carbon Trust, focusing on innovation and refrigerant transition policy.
