www.clltheroeadverti8er.co.uk Clltheroe Advertiser & Times,Thursday, April 12,2012 ■ Parents may have to share care costs

SOME parents could be asked to shMe the cost of looking after their children in care under new propos als being considered by Lancashire County Council. It is consulting with a wide range

of people between March 1st and May 29th.,

Financial contributions would

respite care. Payments would be means-tested,

and those on benefits or low income would be exempt, as would those where children are aged 16 or over.

only apply in situations where chil dren or young people come into care at the request of their parents, not those who are removed from the family home on a legal care order. Nor does it include any aspect of

About 190 of the 1,300 or so chil

dren and young people who are looked after by the county council are there at the request of their par ents, perhaps because of problems within the family.which are making it hard for them to cope. County Coun. Susie Charles,

Cabinet Member for Children and Schools, said: “We have had a charging policy in place for some time now, but it hasn’t been used for a few years. “The decision to consult on re

introducing the policy reflects the current financial position we find ourselves in, our need to protect vital services and the desire to im prove outcomes for children and young people.

“I should like to eniphasise, how

ever, that admission to care will continue to be firmly based on chil dren’s welfare needs. “Charges would not apply where

a child protection plan was in place or if children were in care on a le gal order. The proposals are about sharing the costs in cases where children are looked after at the re quest of their parents.” Charges would represent a con

tribution only towards the actual cost of looking after a child in either residential or foster care. • Anyone wishing to see the

consultation document and have their say can find out more online at: -www.lancashire.gov.uk/sharing thecosts

Heather’s role ring

A CLITHEROE antiques deal er has played, a key role in the creation of a unique ladies’ ring to commemorate the centenary of the Titanic disaster. The centrepiece of the one-off

hand-made ring is a genuine 1912 gold half-sovereign sourced by Heather Cameron, o f Cameron Antiques. The ring itself has been created

by leading Hatton Garden jewel ler Nicholas James, who commis sioned Heather to source a 1912 half-sovereign in fine condition. It featured on ITV’s “This Morning” programme as the country marked the centenary of the sinking of the Titanic on April 14th, 1912. Heather said: “Nicholas James

is a valued client with a passion for creating unusual objects. Inspired try the half-sovereign I found, the idea for the ring and the beautiful story behind it was bom.” 'Valued at £15,500, the ring has

been created in white gold with an engraved panel, vitreous enamelled in graduated shades of blue and fea turing 157 collection quality pave set diamonds (totalling one carat) to represent the Atlantic and the infamous iceberg.

TITANIC RING: The

finished article

The inside

of the ring is engraved with the dedication “RMS Ti tanic 1912-2012” and a sapphire has been included in homage to the “Heart o f the Ocean” - the ficti tious blue diamond that features prominently in James Cairieron’s 1997 multi-Oscar winning film. Heather added: “During my hunt

for Titanic memorabilia, I also un earthed some amazing finds, in cluding an original Daily Sketch newspaper from April 16th, 1912,

an original hard back book, “The Great Titanic Dis

aster”, published in 1912, a silver sovereign coin holding pendant, a 1912 glass and silver perfume bottle and 1912 George V silver pedestal vases.” All the items found by Heather,

and the hand-made Titanic ring, now form part of a Titanic online auction at: www.titaniccentenaiyuk.

HUNGRY volunteers giving a spring time spruce-up to Clitheroe Cricket Club in readiness for the forthcoming season were given an extra boost of en ergy th a i^ to a local takeaway. ■Waddington Road Chippy provided

hot lunchtime meals to the Clitheroe Cobras boys and girls who were hard

at work preparing the Chatburn Road cricket ground. Removal of debris from the new changing rooms plus painting of the boundary walls and preparing the field had all left them with a good appe tite and ready for the takeaway meafr. The youngsters and other volunteers were really grateful for this kindness.

Police appeal over burglary

POLICE are appealing for witnesses after two raiders broke into a house in Gisbura and escaped with a substantial amount of jewellery. The thieves forced their way into the

house in Burnley Road via a rear window between 10 and 11 a.m. on Saturday and escaped with the expensive jewellery. Police said one of the offenders is de

scribed as a white male with a bald head and was wearing a purple top. The other suspect is described as having fair hair and was wearing light coloured clothing. Witnesses who may have noticed a

suspicious silver vehicle near the scene are being urged to come.forward and call the police on 01200 443344 or the Crimestoppers line on 0800 555111.

Volunteering opportunities

HYNDBURN and Ribble Valley Com munity Voluntary Support will hold an open afternoon in Clitheroe to showcase some of the current volunteering oppor tunities available. The afternoon is aimed at anyone who

has considered volunteering before, or who just has a couple of hours a week to spare.

RSPCA facing crisis over 'dumped' horses

GROWING numbers of horses being reported as abandoned or neglected is putting the RSPCA under pressure as never before. The charity is dealing with large

. numbers o f dead or dying horses being duihped in remote spots and horses placed in RSPCA care because their owners are accused of cruelty and neglect. Currently, the RSPCA is boarding

227 horses in the North of England alone which are subject to ongoing in vestigations, almost all of which .are in private establishments at a cost of be tween £10 to £15 per day. Of course, this figure does riot include veterinary or farrier care. Cathy Hyde, equine officer for the

North of England, said: “We seem to be seeing more and more dead and dying horses dumped off the back of trailers in secluded areas, their own ers unwilling or unable to pay for vet

erinary treatment or a ‘knackerman’

■ to dispose of their body. “Irresponsible owners and traders

can’t care for or sell the stock they already have, but are continuing to breed. When those animals suffer or their needs aren’t iriet, organisations like the RSPCA are left to pick up the pieces. “We are, quite honestly, struggling

to keep up with what is a mounting crisis.” The situation is at its worst in the

North o f England, where a large proportion of the 510 horses being boarded by the RSPCA have come from and are being cared for. Cathy added: “Our'inspectors are

picking up horse case after horse case across the region. Where veterinary advice supports the fact that animals' are suffering we act immediately to remove them, but that leaves us with the insurmountable problem of hun

dreds of horses whose care we fund for many months - and even, in some cases, years - until their owners are ' prosecuted or agree to sign them over so they can go to new homes. “Although this would never influ

ence our decision to remove animals, the enormous cost of housing, feeding and treating hundreds of these horses is putting an immense strain on our already stretched finances.” In an unprecedented step, the

RSPCA is now making a desperate plea to the public to remember that it has finite resources and must always act within the law. All of the calls that come into the

RSPCA have to be dealt with by a total number of 402 RSPCA officers (Inspectors, animal welfare officers and animal collection officers). This works out as one RSPCA officer for every 137,414 people in England and Wales.

Cathy said: “We are being over

whelmed with enquiries from welF meaning people who believe that we are able to step in and remove animals straight awayj We share their frustration that there are horses in muddy fields or which may seem as if they don’t have water or food, but we do not have any powers to remove these horses unless a vet says they are suffering or their needs are not being met under the Animal Welfare Act. “We want our supporters and oth

ers to appreciate that we can only of fer the owners, where they are Imown,'

advice to improve less than satisfacto ry conditions - we cannot force them to comply with this advice nor take away their animals without veterinary support.”

The RSPCA does not hesitate to prosecute owners where there is evi

dence that the animals’needs have not been met or they have been caused to

suffer and achieved 175 convictions involving horses in 2010 (2011 figures are to be released later in the year). The RSPCA is also training a

number of officers to become equine specialists to help deal with the grow ing number of horse cases.

In May this year the charity will run

a fostering campaign, appealing for temporary homes for those horses and ponies which have to stay in long term care because of ongoing court cases. This will mean the horses can be given more time and work, improv ing their chances of finding new per manent homes whilst helping to ease the mounting costs of keeping them in private boarding. The RSPCA also has a special sec

tion of its website dedicatee! to horses. Please visit http://www.rspca.org.
