www.clitheroeadvertiser.co.ul( -Un Traders’ disniay at decision by Faiza Afzaal
A LONGrRUNNING parking row on one of Clitheroe’s busiest streets has finally been resolved
, - much, to the dismay of local traders.
' P roposals to move on-street parking to the left hand side of the busy one-way s treet, looking up Moor Lane, as well as the introduc tion of loading bays, disabled park ing and a bus stop, were given the go-ahead a t a meeting of the Lan cashire Local Kibble Valley. Held at Whalley Abbey, council
lors from Lancashire County Coun cil and Kibble Valley Borough Council gathered along with local residents, shop owners, interest groups and parish and town coun cillors - many of whom had the opportunity to express their views about the plans. - ■ However, despite their calls for a U-turn on the decision, members of the Lancashire Local Kibble Valley committee finally voted to reject alternative proposals and agreed to uphold the original plan. • County Coun. Chris Holtom 'said; “I t is in Lancashire County
Council and Kibble Valley Borough Council’s in te re s t - to ensure Clitheroe and any market town in the Kibble Valley is accessible, safe and -vibrant for businesses, visitors. and residents. “This issue has been with us and
debated for three years and has been tabled as an agenda item 14 times a t this Lancashire Local, including two special meetings. It is im p o r ta n t th a t we tak e into account the views and interests of everyone, and consider the safety of pedestrians especially those with disabilities and mobility problems and parents with prams and young children. “But the time has come to make
a decision - a decision that should consider the safety of pedestrians and what is realistic in terms of high-way planning and traffic regu lation. Disappointed with the outcome
is borough councillor Kuth Harg reaves. She said: “I am angry and frus
trated. The town is now faced with a reduction of valuable on street parking and a scheme th a t has no benefit to Clitheroe.’’ Highway maintenance work is currently underway in Moor Lane,
Councillors defend their vote for change
TWO borough councillors have defended their decision to vote in favour of the con troversial parking scheme.
. " After the Lancashire Local Kibble Valley meeting last week, councillors Allan Knox and Stephen Sutcliffe said for some years they had been convinced of the need for change on Moor Lane and felt supporting the recom mendation was best for the community of Clitheroe as a whole. ' They commented: “We
have been pressed for better access to Moor Lane shops by the disabled, wheelchair users and those in charge of
-prams and young children. It has been, and remains very difficult for members of these groups to cross the road. •' .“The pavement widening
has meant the parking and delivery regulation for the
I'Lowergate side of Moor Lane must be changed. This is
- becauM any disabled parking or unloading on the opposite ade would have the potential
jto block the highway. \g>^“
Put.simply, the status ; quo for. the I^wergate side is; no longer an option.
; “On the night of Wednes
day 5th, members were con fronted with either support ing the proposed scheme for, the Castle side parking, or deciding to begin a further round of discussions relating to alternative TKO (Traffic Regulation Order) proposals. “In the meantime. Moor;
Lane would have no yellow lines, no parking scheme of any kind and the potential for a free-for-all resulting in frequent obstruction of the highway. “Such a situation would
damage the reputation of the town as a shopping centre. It would also generate abortive costs by scrapping existing proposals. We therefore decided to support the pro posals for the Castle side of Moor Lane. “We believe the agreed
Castle side scheme will offer approximately five fewer, parking spaces than a notion- j al scheme offering the same facilities on the Lowergate- Side of Moor Lane. Such a scheme cannot be delivered; without a new TRO:with the potential for further delays ; and chaos.” ,
