Man calls for ban on gum and dogs in public

tions” presented to Ribble Valley Borough Council by local resident Ron Loebell, who wants to wage war on dog fouling and discarded chewing gum. Mr Loebell, of Edisford Road,
plans to stand in next year’s local council elections and promises more campaigns in the run-up to the polls. Addressing a full meet
ing of Ribble Valley Council, he proposed a range of options to tackle the problems of dog mess and discarded chewing gum. His “solution one” for the dog
issue was a new local bylaw intro ducing a licence costing £500 per dog. The money raised would be used to employ people and buy equipment to clean all the areas affected by dog mess. An alternative “solution two”
would be a total ban on all dogs using the streets, footpaths, roads playing fields and public spaces of the Ribble Valley, the only excep tion being dogs which provide an essential service, such as guide dogs. In other words, anyone
owning a dog in the Ribble Valley would be compelled to keep it on their own premises at all times. For the chewing gum issue, Mr
Loebell again proposed two solu tions. The first would introduce a £1,000 licence required for any one selling chewing gum in the Ribble Valley, plus a £ l surcharge on every packet sold in the bor ough. Again, the money would be used to clear up the mess of dis carded gum. The second solution would be a
total ban on selling or using chew ing gum in the Ribble Valley, with a £1,000 fine for anyone caught flouting the law. Mr Loebell told councillors:
“What I have proposed may seem a t first to be over the top, but may I bring to your attention that the premier of Singapore in the early 1980s did just what I propose, banning chewing gum and fouling of the streets in the city. I t now has a reputation of being the leader of clean living. Speaking to the Clitheroe
Advertiser and Times after the meeting, Mr Loebell added: “I presented the solutions men tioned in the hope that the coun cil will be spurred on to act in the matters mentioned. We wiU have to see if they take action or bury their heads in the sand as nor mal.”
School’s lasting memorial to Tom
A SPECIAL plaque dedi cated to the memory of a popular and promising young sportsman who died earlier this year has been unveiled. Fourteen-year-old Tom
Smith, who was a pupil at Bowland High School, Grindleton, died in Feb ruary after a three-year ba ttle against a brain tumour. He was diagnosed with
the condition shortly after turning 11 and had always been a fit and active child before becom ing ill. Tom lived with this parents Chris and Julie Smith, his brother, Lewis, and sister Chloe, in For rest Beck, Bolton-By- Bowland. Despite on-going hospi
tal treatment, the coura geous teenager fought the illness on all fronts and missed very little school. News of his untimely death saddened hundreds of people and he was described by many as a “brave and selfless pupil
who was determined to enjoy life”. Friends and teachers at
Bowland High have ensured his memory lives on forever by unveiling a plaque, which now graces the school’s new sports hall. After 15 months of construction and building work, the £1.5m. state-of- the-art sports hall was opened earlier this year. Mr Kim Croydon, head
of modern languages at the school, said: “Tom was a very keen sports man and he would have loved the new sports hall. “Tom enjoyed playing
football, in fact he loved taking part in every sport. We wanted to do some thing to remember him by and therefore, the plaque is a lasting memorial in the school for a very pop ular and well-loved pupil.” The commemorative

MEMBERS of the public will be able to question those involved in the plans to redevel op Clitheroe Castle and Muse um a t a public meeting on Monday. I t will take place in the Rib
ble Valley Borough Council Chamber, in Church Street, Clitheroe at 6-30 p.m. The council's community
development manager, Chris Hughes, who is spearheading the Clitheroe Castle Heritage Scheme, and county museums officer Edmund Southworth will give a presentation and unveil some of the scheme’s lat est visuals. Other officers
involved in the £3.2m. Clitheroe Castle Heritage Scheme will be on hand to answer questions. The Heritage Lottery Fund
approved a £2m. bid to revamp Clitheroe Castle and Museum last December. Ribble Valley Borough Council has pledged £250,000 and the SITA Trust a further £150,000. Clitheroe the Future is also
poised to put £250,000 in the pot on behalf of the North West Development Agency. The ambitious scheme will position Clitheroe Castle and Museum as a central feature of the North West’s leisure experi ence. I t will see a glass atrium link-
ing the museum and North West Sound Archives on two levels, with a lift, facilities for
the disabled, cafe, exhibition space, interactive display facili ties and education suite. The museum will undergo
major restoration and internal modernisation in a bid to devel op a reputation as a quality vis itor a ttra c tio n , with strong links in the education and spe cialist interest sectors. . Refreshments will be avail-'
able from 6 p.m. prior to the meeting and everyone is wel come. Local businesses, organi sations and individuals can also contribute to the Keepers of the Castle appeal. Donations can be made by the following methods:

A REPORT of an inquest on page five of last week’s Clitheroe Advertiser and Times contained two inac curacies. It gave the age of Mrs
Ellen Coates, of George Street, Clitheroe, as 86. Mrs Coates was just two weeks short of her 96th birthday when she died the day after suffering a broken hip in a fall at her home. The report also gave the inquest verdict as natural causes. The coro ner recorded a verdict of accidental death. Our sin cere apologies go to Mrs Coates’ family for the upset caused by these errors.
