and approve something they know will not go down well locally, because they simply do not have the grounds to refuse it. That’s how it works - if there are insufficient plan ning grounds to support refusal, then an application should be approved, like it or not. Of course, there is a big grey area about
what amounts to grounds for refusal, and a developer who feels he has been unjustly refused permission has the right to appeal, bypassing the council to go to a Govern ment planning inspector - a dispassionate professional appointed to make the final decision. Most of the time councils get it right,
but in the case of Homebase, I personally suspect Ribble Valley Council got it wrong. It has refused permission for a new Home- base DIY, store in Queensway, Clitheroe, next to the Sainsbury’s supermarket. I t was refused on the grounds that it would adversely affect the vitality of Clitheroe town centre and its design would be archi tecturally out-of-place at one of the gate ways to the town. mittee. They also heard the strident views of local traders, who feared the new store would take business from them, maybe even closing them down and changing the nature of Clitheroe. I t would have been a brave councillor
who spoke up in favour of the store, and indeed it was. Only Coun. Howard Douglas said he thought it would be good for the town and its people, to a chorus of jeers from objectors. And so it was refused. But is that the end of it? Homebase is considering an appeal and, in my opinion, it would ivin. The grounds for refusal seem fragile to say the least. Can a new store really be refused because it might compete wth existing businesses? Isn’t competition the very essence of business? And in any case, there is a strong argument that Homebase would supply a demand not cur rently met in the town. While a vocal minority of traders objected to the plan, I believe the majority of local'shoppers would support it. , As for the architecture o f ; the Queensway/Whalley Road area, is it really that special? The only outstanding build ing I can think of is the Emporium. What would the new store replace - the architec-

In the town where I live, a new supermarket was built and traders said it rang the death knell for their businesses. To their joy, the deal between developer and supermarket retailer fell through and the brand new store stood empty and unused for more than 10 years. Last year it was demolished to make way for housing. So has my town thrived and prospered in
those 10 years without the trade-killing supermarket? No, it has died on its feet. Those who live there travel elsewhere to shop and nobody comes from elsewhere to shop in my town. . Penally, the cynic in me - a cynic who has
sat through countless planning meetings - wonders what might be going on beneath the surface. If councillors know that approving an application will make them unpopular with objectors (and voters), why not refuse it, even though it will prob ably be approved on appeal? At least if that happens, it is the inspector who emerges the villain of the piece, while blameless councillors claim “we did our best”.

Allan Knox has donated a cheque for £250 to enable Sophie Swingewood to attend the Global Youth Leader’s Conference in the USA later this year. . The 16-year-old, of
Clitheroe Road, Wadding ton, is one of eight pupils from the school chosen to attend the educational trip, which brings together out standing young people from around the world to discuss global issues. Sophie beat off strong
competition from fellow pupils to win a place to
attend the conference by
' writing an excellent essay and giving a presentation. She appealed to local
organisations and business es to help her raise £2,000 to fund the trip. Coun. Knox heard of Sophie’s plight and was happy to help. A spokesman for
Clitheroe Town Council said: “Coun. Knox is very pleased that the council has been able to assist Sophie. “We do not get many

Photo exhibition proves popular draw
FAVOURABLE feed back is being received about Ribblesdale Cam era Club’s month-long exhibition of work at Rossendale Museum. The Chathurn club
has a wide range of prints on display at the exhibition, covering an array of subjects, and visitors of all ages have been impressed with the quality of the pictures. At the Ribblesdale
club’s latest meeting, members viewed the Lancashire and Cheshire Union colour print folio. Although the club
had no prints in this par ticular set of photo graphs, as there are two versions of the folio in circulation, the evening was very enjoyable with a well-recorded taped commentary. . Next week’s meeting
